SUBJECT:
Resolution 18-R02 initiating the ISBA Interlocal Agreement process with St. Lucie County.
SUMMARY:
As discussed at previous meetings, the Interlocal Service Boundary Agreement (ISBA) is a process for municipalities to annex lands. It differs from individual, single lot voluntary annexations in that the ISBA process seeks to define an area, and then through a negotiated agreement between the County and the City - identifies municipal services provided and how each is transitioned. Because of that, the process is one that is tailored to address specific areas and needs and each agreement is unique to that area.
This Resolution, is approved, will be transmitted to the County. From there, the County will need to respond an either agree with initiating the ISBA process or rejecting it. From there, each department will work to identify the steps to transition the services from the County to the City. By simply approving this Resolution, the area itself is not annexed, it simply starts the ISBA process officially. Sample documents from Volusia County are included in the backup package.

Staff recommends approval, and authorizing the City Manager to transmit the signed document to St. Lucie County.
