SUBJECT:

Quasi-Judicial Hearing - Review and approval of an applicaiton for a Conditional Use with New Construction submitted by property owner/applicant, Steve Tarr (TR), for construction seaward of the Coastal Construction Control Line (CCCL) for an exterior staircase to the prinicpal structure and a dune crossover with deck, located at 316 S. Ocean Drive.  The property is zoned Hutchinson Island Medium Residential (R4A), Parcel ID 2401-501-0022-000-5.

SUMMARY:

The applicant is requesting review and approval of Conditonal Use for new construction that is seaward of the Coastal Construction Control Line (CCCL).  The two components of the request are for
1) a new exterior staircase
2) a dune crossover with observation deck

Construction eastward of the CCCL requires a Conditional Use, the Applicant has requested expedited processing due to Sea Turtle Nesting Season.  Once nesting season has started, construction cannot occur near the dune.  For the Atlantic Coast, sea turtle nesting season begins March 1st of each year.   The applicant is working with St. Lucie County regarding resolution of the work wtihin the Perpetual Construction Easement that is held by St. Lucie County.

RECOMMENDATION:

Approve with conditions as outlined in Staff Report
