Submitted For:
Mike Reals

SUBJECT:

Approval of the proposed scope of services provided by Kessler Consulting Inc. for a Multi-family/Commercial Recycling program and Non-Ad Valorem Assessment in an amount not to exceed $36,150.00.

SUMMARY:

The Public Works Department is seeking approval to contract with Kessler Consulting, Inc.(KCI) for the purposes of assisting the City in developing a recycling program framework for multi-family/commercial customers and a residential non-ad valorem assessment.

KCI's scope of services will include three tasks: 1. Developing the framework for a multi-family/commercial recycling program, ($20,850.00) 2. Detailing the requirements for establishing residential non-ad valorem assessment, ($15,300.00) 3. Outline additional technical services that the City may require after tasks 1&2 are complete.

KCI previously assisted the City with evaluating its collection and disposal contracts and alternatives available to the City. They provided technical assistance with the contract with Waste Management and have knowledge of the City's system and has extensive experience in developing recycling programs as well as non-ad valorem assessments.

The Purchasing Department has reviewed, and investigated the procurement process for this item and found all terms and conditions meet the single source vendor requirements of the City of Fort Pierce.

RECOMMENDATION:

Kessler Consulting, Inc. was previously used to negotiate the contract between the City of Fort Pierce and Waste Management for Solid Waste Disposal. The Public Works Department is recommending to approve Kessler Consulting, Inc. as a single source vendor to assist the City in developing a recycling program framework for multi-family/commercial customers and a residential non-ad valorem assessment in an amount not to exceed $36,150.00.
