SUBJECT:

Approval of the construction of a fuel dock support building, relocation and replacement of fuel lines and construction of a new entrance plaza by Jacquin and Sons, Inc., in the total amount of $889,597.63.

SUMMARY:

Seeking approval of funding for construction of a fuel support building, relocation and replacement of fuel lines and construction of a new entrance plaza. As there are several new marinas along the Treasure Coast that do not offer fueling capabilities, the City Marina's fuel traffic has grown dramatically. In addition to our regular customer base and transients, we also have several business' on site such as Freedom Boat Club with 22 boats, Salty's jet skis and numerous fishing charters that require fuel. Depending upon the size of the boats, it can take approximately an hour to fuel a single boat. The fuel support building will offer a place for our customers and staff to be able to get out of the weather (i.e. sun, rain, lightening). While customers are waiting by the fuel dock, they will be able to purchase items such as snacks, cold beverages, bait, ice, and other retail items that they would not normally purchase which increases our retail sales.With the building being centrally located in the middle of the marina, it will allow our dock staff to conduct their routine work and be closer to all the docks allowing them to access them quicker and efficiently; as well as enable our night security an area to monitor the marina more effectively. The fuel support building will also provide additional restrooms for our customers rather than just at the Harbor Master Building. The construction of the fuel support building would require relocation of the main fuel line and removal of the sidewalk. It is recommended by Wilson Petroleum to have the main fuel lines replaced regardless as to the decision of the fuel support building due to the original installation and type of lines installed. The fuel lines for the main fuel dock is located under the sidewalk and removal of the sidewalk would be required to replace such lines.  If the fuel support building is approved, this would allow the least amount of interruption for staff and patrons to have both the fuel lines replaced and routing of the sewage lines for the fuel support building to be conducted at the same time, rather than waiting on the replacement of the fuel lines at a later date. The fuel line on E dock is also constructed of fiberglass and located over the water and is approximately 20 years old. To reduce liability, I recommend removing the diesel fuel line from E dock to underground, relocating the fueling dispenser near where the fuel dock building would be built. This would place all the dispensers in one area and would allow the marina staff to work more efficiently rather than having to fuel from two different docks, offering the customer fueling and pump out along the entire length of D Dock, minimizing customers and staff from having to relocate boats several times. If the City of Fort Pierce approves the fuel support building the marina will have a shared cost to restore the construction lay down area. The City of Fort Pierce will have the opportunity to upgrade the entrance sidewalk area to an entrance plaza with seating walls which will create an inviting place where the public can gather, wait and relax in a unique setting. 

RECOMMENDATION:

Approve funding of $889,597.63 excluding permits.

ALTERNATIVES:

Not build a fuel dock support building and replace the side walk entrance way, once the project is complete.
Fuel lines need to be replaced due to the type of material the fuel lines were made of from the manufacture and has a known history in the industry of failure. 
Alternative - Leave in place which would be more costly in the long term and could affect the operations of the marina and possibly the new restaurant depending on what issues could arise.
