SUBJECT:
Approve award of the City Hall Parking Garage Restoration construction contract to the low bidder, Matcon Construction Services, Inc., in an amount not to exceed $383,821.00.
SUMMARY:
A recent engineering inspection uncovered signicant structural deficiencies within the City Hall Parking Garage. The most important issues were determined to be located on floor levels 4 and 5 where evidence of concrete floor cracks, concrete wall/floor/beam spalling, and exposed rebar were encountered. While floor levels 1 thru 3 showed evidence of concrete floor cracks with no spalling or exposed reinforcement.
The project was a two-part bid which included a cost for Priority 1 (levels 4 and 5) which is deemed the highest priority, bid amount $240,806.50, along with a price for Priority 2 (levels 1 thru 3), bid amount $143,014.50. This work includes not only structural repairs, but also waterproofing of the garage floor levels.

RECOMMENDATION:
Staff recommends approval
ALTERNATIVES:
Award the construction contract for Priority 1 (repairs to levels 4 and 5 of the parking garage) in the amount of $240,806.50 and then rebid Priority 2 (repairs to levels 1 thru 3) at a later date.

FISCAL IMPACT:
The budgeted amount for the garage repairs was $150,000.00 encumbered from Capital Funds and Restricted Reserve Funds. However, in order to complete all five garage floor levels an additional $233,821.00 is needed or for repairs to levels 4 and 5 only an additional $90,806.50 is required.
