Mr. Coss presents the facts of the case. The current owner, Mr. Martin responded to the Massey letter asking for additional time.  As of March 4, 2019 the fines amounted to $3,540.00 ($40.00 recording fees).  Staff is agreeable to stopping the fines for 60 days to allow Mr. Martin to obtain a permit.  If the permits are not obtained, Staff recommends restarting the fines.  The Special Magistrate adopted Staff's recommendation.
