Inspector Julin reads in the case into record.  Mr. Reeder was not present and was found to be doing work without a permit or proper licensing. An anonymous call lead to the inspection.  Mr. Reeder admitted that he did not have a license to the work that he was doing.  Special Magistrate finds that a violation exists and that he be assessed a fine of $500.00 to be paid within 30 days, and that the case be referred to the County court system.

Inspector Carbonell presented the case.  Mr. Miret was sworn in.  He stated that he is a state licensed mold remediation contractor and he removed drywall.  He claimed that a licensed contractor replaced the drywall.  Inspector Carbonell explained that the mold remediation portion of the work was fine to do, but the state requires that a licensed contractor does the drywall repair.  Mr. Miret stated that the drywall contractor said to use his license to do the work.  Mr. Coss, Building Dept. Coordinator clarifies that the city ordinance requires that you either be a contractor or an employee of a drywall, or general contractor.  Mr. Miret confirmed that he was neither.  Special Magistrate found that the violation exists and that Jeff Miret was responsible.  He is fined $500.00 for the violation and given 30 days to pay or it may be forwarded to the County court system.

Mr. Esquivel asked for an interpreter. Mr. Esquivel is sworn in.  Cesar Flores is sworn in as the interpreter.  Inspector Carbonell presents the case.  He explains that he spoke to Mr. Esquivel before the hearing and that Mr. Esquivel has a contractor for the paving work that was done, and he was supposed apply for the permit but at the time of the hearing nothing had been received by staff.  Mr. Esquivel showed Inspector Carbonell a copy of the contract for the paving.  Special Magistrate continues the case to the July Special Magistrate, to give the owner & contractor time to obtain the permit.

Inspector Carbonell presents the case. He further explains that the owners did obtain permitting for the violations requiring a permit. He requires a copy of the pest control certificate and a reinspection to close the case.  Ms. O'Connor was sworn in and explained all the work was done.  Special Magistrate finds that items 1, 2 and 5 have been complied (review & determination), and with regard to items 3, 4 and 6, violations exist and the owner is responsible.  Since a permit had already been obtained, Special Magistrate reminds owner to get the necessary inspections and get a reinspection by Mr. Carbonell.

Inspector Carbonell presents the case. Mr. Dominic Harrison is sworn in.  He states that he hired a contractor for this permit. Mr. Coss, Department Coordinator explains that the permitting process for fire alarms are different in this county, and that the contractor did the steps in the wrong order.  The permit was then properly applied for at St Lucie County Fire District and then the Fort Pierce Building Department.  The permit was ready for pick up as of the day before the Hearing.  Special Magistrate continues this case to the July Hearing to allow the permit to be obtained.

Mr. Coss presented the case.  The violation was that a permit was required.  An Order Determining Violation was issued providing 60 days to get a permit, and a 90 day extension was granted after the 60 days expired.  Fines began on May 15, 2019 to June 4, 2019 for a total of $2,000.00.  Staff's recommended reduction amount was $585.80.  Mr. Espinoza is sworn in.  He was unfamiliar with the process and thought he had more time and asks for mercy.  Special Magistrate reduces the fine to $500.00 to be paid within 30 days.
