New Business
a.
Discussion of Florida Fish and Wildlife Conservation Commission's amendment of Moore's Creek boat ramp motorboats prohibited zone.
John Tompeck, FPUA and Rachel Tennant, MOEC Manager appeared to discuss the request to by Florida Fish and Wildlife Conservation Commission's to amend the motor boat prohibited zone at the Moore's Creek boat ramp. After a lengthy discussion regarding the on-going presence of manatees in that area, consensus was to not agree with the proposed amendment and task Mr. Mimms with notifying FWC as such..

Mike Reals, Public Works Director, informed that Commission that after seeking proposals to rent the office space at Old City Hall, no responses were received. After dicussion, consensus was to readvertise and also notify other local agencies of its availability.
c.
Construction Board of Adjustments and Appeals - Origination and Procedures.
Paul Thomas, Building Official and Shaun Coss, Building Department Coordinator, discussed with the Commission the conflicts that exist with the Construction Board of Adjustments and Appeals (CBAA). Consensus was to abolish the CBAA and transfer those duties to the Special Magistrate. Staff with come back with an ordinance to effectuate that change.
d.
Board of Adjustment and Historic Preservation Board Presentation
Rebecca Grohall, Planning Director, discussed with the Commission a recommendation to make adjustments to the planning Board of Adjustments and the Historic Preservation Board, As they are currently organized, both boards have final decision making authority and any appeals of their decisions must go to the Circuit Court. After discussion, consensus was to dissolve both boards and reconstitute as advisory boards with 5 commission appointee members and 2 at large members.

Review of Code Enforcement Fines / Liens Process
This item was postponed to the March 11, 2019 Conference Agenda.
