New Business
a.
Presentation of Flood Awareness/ Hurricane Preparedness by Paul Thomas, Building Official
Paul Thomas, Building Official, provided an overview of the City's flood program, including federal requirements and the local application of those mandates. Recently, Commission removed the 5-year look back requirement which was causing great hardship for many. Mr. Thomas stressed the importance of following the rules and not allowing public pressure to change our path; doing so causes great harm to the entire community.
b.
Presentation of the reconfiguration of Fernandina Street from SR A1A to Thumb Point Drive by Jack Andrews, City Engineer
Jack Andrews, City Engineer, provided an overview of two options available to create a crosswalk of A1A at Fernandina. Consensus was that Option A which requires reconfiguration of Fernandina is the most meaningful option but costs too much at this time. Consensus was to place Option A in our Capital Improvement program for consideration at some point in the future.
c.
Presentation of Fort Pierce Youth Council Activities by Joe Sweat, Marketing Specialist
Joe Sweat, Marketing Specialist, provided an overview on the future direction for formalizing the Fort Pierce Youth Council. The City Commission will appoint the members and they will conduct themselves like any other city committee.
d.
Review of Animal Control Policies and Procedures
Peggy Arraiz, Code Compliance Manager, provided an overview of existing policies and procedures in place that are utilized by Animal Control in the many different scenarios with which they deal on a regular basis. At this time, no changes were being recommended, and she wanted to make it clear to the Commission that they evaluate each case on its own merit and if anyone ever has concerns or see something that worries them, they should call 911 for animal control dispatch.

Public Comments Procedures at City Commission Meetings
Pete Sweeney, City Attorney, provided an overview of Chapter 2 which outlines public comment procedures and rules for the City of Fort Pierce. He specifically discussed Section 2-35 which deals with how the public shall address the City Commission and also safety procedure ideas that can improve safety at the end of the meetings. Mayor Hudson provided proposed language which will ask that everyone exit Chambers at the conclusion of the meeting.
5.
City Commission Boards and Committees Updates
Commissioners Perona and Johnson had no reports. Mayor Hudson congratulated Mainstreet Fort Pierce on being named Program of the Month. She shared that the TPO is discussing turnpike access from Midway Road and safety concerns at the intersection of Midway and Okeechobee Roads. Mayor Hudson also indicated that the Roundtable held a strategic planning meeting which included a workshop on the current form of marijuana and its uses and impacts.
