MISCELLANEOUS REPORTS
 
a.
Legislative Update by State Representative Delores D. Hogan Johnson
Representative Delores Hogan Johnson provided an update on her first legislative session.  She thanked the Commission for their support and encouraged them to continue to let her know their areas of concern.  She looks forward to doing great things in the next legislative session.
 
b.
Presentation by Zagster, Inc. seeking feed back on entering into a short-term agreement for a scooter share program providing multi-modal transportation services for a period of one year.
Bradley Ericson and Chad Jacobs described their proposal for a "scooter share program" within the City of Fort Pierce.  They described the different options available and how the program operates in other communities.  After discussion, the Commission asked the City Manager to proceed with a pilot program.
 
c.
Parks Advisory Committee Request for Open Call for Submissions
Mike Reals, Public Works Director and Charlene Adair representing the Parks Advisory Committee, discussed the process established for naming of City parks. To be consistent with the established policy, the Commission recommended that we proceed with an open call for nominations with a deadline within 30 days or less.  All nominations should be reviewed and vetted by the Parks Committee and then qualified submissions be forwarded to the Commission at the July Conference Agenda for discussion.   The naming will be done by Resolution of the City Commission along with designating the right of way as a city park.  

Commissioner Sessions also asked that the city consider renaming Pioneer Park.  A separate call for nominations will be done with review at the August Conference agenda.

CONSENT AGENDA
 
a.
Approve letter of support for the Edward Byrne Memorial grant, also known as the Justice Assistance Grant (JAG).  
 
b.
Approve request to apply for, and subsequently accept, the Department of Justice, Office of Justice Programs Bullet Proof Vest grant application.  
 
c.
Approval to apply for, and subsequently accept if awarded, funding from The Office of the Florida Attorney General for Victims of Crime Assistance (VOCA) grant in the amount of $147,837.52 for FY 2019-20.  
 
d.
Approve request to reduce code enforcement lien in the amount of $5,800.00 against 3205 Boston Avenue, Ft. Pierce, FL 34950 - Parcel ID Number 2408-805-0013-000-3 owned by Pedro Moreno, 3107 Atlantic Avenue, Ft. Pierce, FL 34947 to $1,000.00 payable at or before closing.
 
e.
Approval for Extension of Time to pay the reduced fines on 2404 Oleander Avenue, Ft. Pierce, FL 34982, Parcel ID Number 2422-604-0002-000-0 owned by Joan R. Stevenson (Est) and Evone D. McArthur, 2404 Oleander Avenue, Ft. Pierce, FL 34982.  Mrs. McArthur is requesting an additional six (6) months to pay the reduced fines.
 
f.
Approval of the contract for Demolition, Asbestos, Lead Paint Abatement, in response to RFP No. 2019-009 to L.E.B. Demolition and Consulting Contractor in the amount of $100,000.00 for an initial term of two (2) years with the option for three (3) one-year renewals.
 
g.
Approval of Final Change Order in the amount of $3,258.75, bv C.W. Roberts Contracting, Inc. for parking improvements at Dreamland Park in conjunction with the "Wall of Remembrance" project.
 
h.
Approval of Florida Job Growth Infrastructure Grant Agreement in the amount of $1,917,841.00 and a Memorandum of Understanding (MOU) with FPUA.

PUBLIC HEARINGS
Rebeca Guerra, Interim Planning Director for the City of Fort Pierce made a presentation regarding the voluntary annexation of 11 properties to the City of Fort Pierce (12a – 12k).  Voluntary Annexations require that the properties are contiguous, reasonably compact, and the petition bears the signature of all property owners.  The Planning Department sent notices to St. Lucie County and all current property owners.  The Planning Board reviewed and recommended sending the Voluntary Annexations to the City Commission.  All conditions required for Voluntary Annexation have been met.

Legislative Hearing -  Ordinance 19-026 extending the territorial limits of the City of Fort Pierce, Florida, to include a 4.42-acre, unaddressed parcel generally located on the north side of Orange Avenue between La Jean Drive and North 39th Street in Fort Pierce, Florida.  FIRST READING

Resolution 19-R22 Increasing Stormwater Management Utility Fee
 City Clerk Linda Cox introduced the Resolution, read by title only, into the record.

RESOLUTION NO.  19-R22 - A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF FORT PIERCE, FLORIDA, PROVIDING NOTICE OF INTENT TO CONSIDER AN INCREASE IN THE STORMWATER UTILITY FEE TO SIXTY-NINE DOLLARS AND NO/100 ($69.00) PER ERU PER YEAR AND FURTHER PROVIDING SUCH INCREASE TO BE ADOPTED IN THE MANNER REQUIRED BY LAW; PROVIDING FOR AN EFFECTIVE DATE.

City Manager Nicholas Mimms spoke regarding the Stormwater Utility Fee which is a non ad-valorem assessment and will provide the City of Fort Pierce a mechanism to complete all of the stormwater improvement projects.  This proposed $15.00 increase will bring our annual fee more in line with the rest of Florida. 
 
City Engineer Jack Andrews further explained that a $10.00 annual increase would generate approximately $516,000.00 per annum.  If the proposed annual increase is $15.00, that would generate approximately $774,000.00.  There has not been an increase to this rate in 14 years.  This would provide greater flexibility when applying for matching grant monies to complete needed projects.

COMMENTS FROM THE CITY MANAGER
 
a.
City Manager's Report and Purchase Order Report
Mr. Mimms provided a brief update on the agenda items that will be on the June 10 Conference Agenda along with follow up memos provided to the City Commission. 
 
The names and contact information of the Technical Expertise Consultants have been provided to help with the FPRA evaluation of the proposals for the King Plant redevelopment have been forwarded to the Mayor and the Commission.  In the individual meetings scheduled this week, they have provided written assessments and reviews of these proposals.    
 
Mr. Mimms encouraged the Mayor and Commissioners to attend the June 26 Resilience Seminar being hosted by St. Lucie County Environmental Resources Division.

COMMENTS FROM THE COMMISSION
Commissioner Alexander would like emphasis put on a resolution to the animal issues and care within the City of Fort Pierce.  Commissioner Alexander also expressed concern about the annexations.
 
Commissioner Perona would like more information about Plan B is for the Humane Society.  Commissioner Perona would like Mr. Jones to present a business plan; Looking for an update on the old Post Office; Minutes.
 
Commissioner Sessions updated about the Crime Prevention Conference.  Commissioner Sessions commented that it was very beneficial for youth and adults.  He anticipates community youth will come before the Commission to present a summary.  Commissioner Sessions also discussed the annexations.  We have to pursue the opportunities to go north and west as well as the south and east. 
 
Commissioner Johnson also discussed the annexation along with the future census.  Commissioner Johnson suggested to explore legislative annexation vs. the voluntary annexation with St. Lucie County.  He also mentioned the anniversary of the annexation of over 750 units at Celebration which was west and somewhat north.
 
Mayor Hudson also discussed the annexations and the gradual inclusion into the City Limits to give time for adjustment for the servicing of these new areas.  Mayor Hudson shared that the St. Paul AME Church had a wonderful celebration honoring all law enforcement.  Mayor Hudson noted this Thursday evening is the Restoring the Village Scholarship Dinner at the college; A D-Day Ceremony at the Fenn Center honoring the 75th Anniversary will be happening; and, Saturday is the Restoring the Village Annual Clean-Up Initiative.
