Mayor Hudson called the November 18, 2019 Regular Meeting of the City Commission to order at 6:30 PM.

Pierce, FL 34946.  The owner is requesting the total amount of fees including city incurred charges, administrative fees, interest, and penalties in the amount of $539.58 be waived.

PUBLIC HEARINGS
Brandon Creagan, Senior Planner provided an overview of the twenty-seven annexations before the Commission.   The proposed annexations are grouped by future land use and future zoning, and are being initiated using the FPUA Voluntary Annexation Agreement with the exception of 12aa. 

Annexations 1 - 2, 12a and 12b are located on the west side of  South Jenkins Road north of Okeechobee Road.  They will be zoned E-2, single family, two units per acre.  The future land use will be RL, low density residential.

Annexations 3 - 5, 12c, 12d and 12e are located east of South 25th Street and north of Dade Road.  They will be zoned R-4, medium density residential.  The future land use will be RM, medium density residential.

Annexations 6 - 9, 12f, 12g, 12h, and 12i are located east of South 25th Street, north of Dade Road and south of Elizabeth Avenue.  They will be zoned R-1, single family, low density residential.  The future land use wil be RL, low density residential.

Annexations 10 - 13, 12j, 12k, 12l, and 12m are located north of the intersection of Avenue Q and North 19th Street.  They will be zoned R-3, single family, moderate density residential.  The future land use will be RL, low density residential.

Annexations  14-21, 12n, 12o, 12p, 12q, 12r, 12s, 12t, and 12u are located in the Paradise Park area.  They will be zoned R-1, single family, low density residential.  The future land use will be RL, low density residential.

Annexation 22, 12v, is located on the west side of Angle Road, South of Avenue A and north of Orange Avenue. It will be zoned C-3, general commercial.  The future land use will be GC, general commercial.

Annexation 23, 12w, is located east of South 25th Street, south of Bell Avenue and west of West Wilderness Drive.  It will be zoned E-3, residential single family, three units per acre.  The future land use will be RL, low density residential.  

Annexation 24, 12x, is located west of McNeil Road, just north of Kirby Loop Road.  It will be zoned C-2, neighborhood commercial.  The future land use will be OP, office professional.

Annexation 25, 12y, is located east of McNeil Road and north of Edwards Road.  It will be zoned R-1, single family, low density residential.  The future land use will be RL, low density residential.

Annexation 26, 12z is located on the east side of South Jenkins Road, and north of Okeechobee Road.  This parcel is the Samuel S.Gaines Academy.  It will be zoned R-5, high density residential.  The future land use will be RH, high density residential.  This is consistent with what the County has for current zoning.

Annexation 27, 12aa is located in the Paradise Park area and is a voluntary annexation.  It will be zoned R-1, residential single family, two units per acre.  The future land use will be RL, low density residential.

All twenty-seven voluntary annexations are contiguous to the City of Fort Pierce municipal boundary; are reasonably compact; the petition bears the signature of all owners of record for the properties; and the ordinance adopted under this section follows due process and notice.  St. Lucie County and all current property owners were sent certified notices prior to the first reading of these annexation ordinances.  Notices were published for two consecutive weeks with maps; there will be two readings of each ordinance (11/18/2019 and 12/02/2019); the annexation ordinances will be filed with the Clerk of the Circuit Court, Chief Administrative Officer for St. Lucie County, and Department of State within seven days of final approval.  Certified notices will be sent to all current property owners on 12/04/2019 by Planning Department.  The Planning Board voted unanimously to approve and forward these twenty-seven annexations before you tonight for your review.

City Manager and City Attorney had no comments.

COMMENTS FROM THE COMMISSION
Commissioner Perona discussed several complaints received from residents in the neighborhood of N. 29th Street north of Orange Avenue regarding dirt bikes and other off-road vehicles which are creating a noise nuisance and general danger to the public and themselves.  They are riding at extreme speeds up and down the roads, with complete disregard for rules and regulations, as well as public and private properties.  Chief Hobley-Burney acknowledged that she and her staff is aware of the situation and the Fort Pierce Police Department is working on identifying those riding these off-road vehicles and creating disturbances.  Chief Hobley-Burney will prepare a request for additional surveillance equipment which will aid in the apprehension of the offenders..  Commissioner Sessions has also received the same complaints regarding this disturbance.  Commissioner Alexander has also experienced this problem on his own property.  Commissioner Sessions suggested the City look into a motocross park for these kids to have a place to ride.

Commissioner Alexander inquired as to the status of the Humane Society.   City Attorney Peter Sweeney informed the Commission that our lawsuit has been closed.  The Humane Society has relinquished occupancy and the keys to the property.  City Manager, Mr. Mimms stated that since Saturday, much of the vegetation has been cleared and removed.  The City of Fort Pierce will make sure that this building is in operable and functional condition.  There is currently an RFP open and the City Commission will be able to review and determine the next operator of that facility.  The proposals are due in December 2019.  Animals are being brought to a temporary location in St. Lucie County, until the issues with the current Fort Pierce facility are satisfied.

Commissioner Johnson inquired about Okeechobee Road being closed in the evening for construction. City Engineer, Jack Andrews will look into the project.  Commissioner Johnson also inquired about the efficiencies on recycling.  City Manager, Mr. Mimms said he will request a report from Public Works Director, Mike Reals during the first part of 2020.  Commissioner Johnson requested an update regarding the status of the volunteer van in the near future.  Mr. Mimms said they are working on the graphics to conform to its intended use.  Discussion continued regarding all the positive aspects of this volunteer van in our community to help rescue stray animals.

Mayor Hudson attended the groundbreaking for the solar energy project for FMPA.  There will be three solar farms of which FMPA and the FPUA will be a part.  Mayor wished all the members of the Commission as well as our community a Happy and Safe Thanksgiving.
