Conference Agenda Meeting - Monday, April 12, 2021 - 9:00 a.m.
City Hall - City Commission Chambers, 100 North U.S. #1, Fort Pierce, Florida

Mayor Hudson called the meeting to order at 9:00 a.m.

New Business
 
a.
St. Lucie County Public Schools Update - Graduation Rates and Student Achievement
Wayne Gent, Superintendent of St. Lucie County Schools, provided an update on graduation rates.  Graduation rates now exceed 93% averaged among all St. Lucie County schools.   Additionally, the diversity gap has been closed.   St. Lucie County schools will also be holding summer camps this year focused on kids entering grades 1-5.

St. Lucie County Chamber of Commerce - Update on Seven Gables House Visitor Center
Terissa Aronson, President/CEO of the St. Lucie County Chamber of Commerce, provided  an update on the Seven Gables House Visitor Center which is operated by the Chamber and leased from the City.   They are open and receiving visitors.
 
c.
Parks Advisory Committee Presentation on Fenn Park.
Mike Reals, Public Works Director and Charlene Adair, Parks Advisory Committee, presented a plan to redesign Coach Fenn Park located at 23rd and Avenue K.  Consensus was to move forward to incorporate the stated priorities and add the project to the capital improvement plan with appropriate phasing based upon the priorities.

Traffic Calming
  1. St. Lucie County Presentation on Indian River Drive
  2. Fort Pierce Police Department on Response to Speeding
Don West, St. Lucie County Public Works Director, and Brian Good, Kimley Horn, appeared along with Chris Dzadovsky, County Commission Chair, to discuss traffic-calming measures planned for Indian River Drive.  They will be installing three-way stops at Savannah and Midway Roads along with utilizing raised audible pavement markings where appropriate.  

Chief Diane Hobley-Burney, Sgt. Brian MacNaught and Officer Shane Stokes also discussed Fort Pierce Police Department efforts and statistics regarding traffic enforcement city-wide and specific areas of concern.
 
e.
POW/MIA Flag Discussion
Mike Reals, Public Works Director and Bob Staneruck, Rolling Thunder Chapter 6, appeared to request that the POW/MIA flag been flown over City Hall.  The flag already flies at Veteran's Memorial Park.   Consensus was to move forward with flying the flag at City Hall and to involve the Youth Council in identifying other appropriate areas within the City.

Discussion on Recreational Opportunities at Indian Hills Golf Course/Recreation Area.
Danny Visconti, Indian Hills Golf Course Director, described a plan to construct pickleball courts at the golf course as part of an overall plan to create a club house, cart barn and parking facilities.   Consensus was to proceed with the pickleball courts.

Erick Gill, Treasure Coast Disc Golf Club, presented a plan to construct a disc golf course at the Indian Hills Recreation Area which could be done for as little as $20,000.00.   Consensus was to proceed with construction of the course, identifying potential grants and funding opportunities as well as addressing parking needs.
 
g.
Keep Fort Pierce Beautiful Advisory Board Discussion
Mike Reals, Public Works Director, discussed potential changes to the make-up of the Keep Fort Pierce Advisory Board.  Essentially, the intent is to remove all staff from having appointed seats on the Board.   Consensus was to move forward with a resolution that would create 7 seats, 1 appointed by each commissioner and 2 appointed at-large.  All members must be residents of St. Lucie County to be eligible to serve.   This Board will also be combined with the Tree Board.
 
h.
"One Fort Pierce" Community marketing and branding campaign update at the request of Commissioner Curtis Johnson, Jr.
The Commission liked the concept of both the challenge coin and lapel bins as described by Commissioner Curtis Johnson.  Consensus was to proceed with the purchase of the lapel pins from the City Commission budget.

COMMENTS FROM THE PUBLIC

Any person who wishes to comment on any subject may be heard at this time. Please limit your comments to three (3) minutes or less, as directed by the Mayor, as this section of the Agenda is limited to thirty minutes. The City Commission will not be able to take any official actions under Comments from the Public. Speakers will address the Mayor, Commissioners, and the Public with respect. Inappropriate language will not be tolerated.

Adjournment

Immediately following adjournment, please move toward the doors and exit the chambers. This allows for the safe and courteous exit of all persons, and those on the dais. Conversations after the meeting should be held outside of chambers, in the foyer or elsewhere, but not in the commission chambers where lights will be out as soon as the chambers are empty.
Mayor Hudson adjourned the meeting at 1:14 p.m.
