Mayor Hudson called the April 5, 2021 Regular Meeting of the City Commission to order at 6:00 PM.

MISCELLANEOUS REPORTS
 
a.
Unveiling of the Highwaymen License Plate.

Presentation by former State Representative Larry Lee, Jr. He and the original Florida hall of fame Highwaymen have worked together to create a design which was recently approved and unveiled to the community. Former State Representative Delores Hogan-Johnson explained her work in bringing the license plate into fruition. Chris Craft, explained that before the Division of Highway Safety and Motor Vehicles will manufacture the tag, 3,000 vouchers must be pre-sold by October 15, 2022. Thom Jones with the Education Foundation remarked that a portion of proceeds will be shared with the St. Lucie Education Foundation, Inc. to fund area education and art projects. Doretha Hair Truesdell, wife of Alfred Hair, expressed her thanks to Mayor Linda Hudson and the Commission, for the support of the Highwaymen.

CITY COMMISSION

Resolution No. 21-R17 determining that the structure located at 515 N 14th Street is unsafe, has been condemned in accordance with the International Property Maintenance Code as adopted by the City Commission and should be demolished. A hearing to determine this matter is scheduled before the City Commission on May 3, 2021.

By a vote of the City Commission, Dee Meely, James Taylor, Holly Theuns, Melanie George, Dennis DeVivo and Jessica Ching have been appointed to the Sunrise Theatre Advisory Board.

Consideration of FPUA's FY2019 Final Budget Amendment
John Tompek, Director of Utilities and Barbara Mika, Financial Service Director presented the annual amended budget which includes the distribution to the City of $6,342,445, an increase from last year. The final Budget Amendment reflects revenues in the amount of $107,660,685, a decrease of $2,103,751(1.9%) as compared to the Amended FY 2020 Budget, which was approved by the Board July 21, 2020. The Final Budget Amendment reflects expenses in the amount of $104,281,145 (budget basis), a decrease of $7,906,764 (7.0%) from the Amended FY 2020 Budget figure of $112,187,909. Also presented is a recap of FPUA’s expenses as presented in the financial statements and the calculation of the Change in Net Position.

COMMENTS FROM THE CITY MANAGER
 
a.
Reports
City Manager Nick Mimms presented Jennifer Hofmeister, Planning Director and Rebeca Guerra, Assistant Planning Director for an Interim Update on the Short -Term Rental Task Force.

Rebeca Guerra presented the task force members, schedule, plans, and process for vacation rentals. A Conference Agenda Meeting is scheduled for June 14 , 2021 which will include the state mandated/restrictions, keeping the Conditional Use process or allow in all districts, pros and cons, process, registration, accountability, and enforcement.
 
Commissioner Thomas Perona inquired on the number of applications requiring approval prior to June 14th Conference Agenda Meeting. In addition, will current applicants be affected by the impending standards.Jennifer Hofmeister expects more applications prior to the Conference Agenda Meeting.
Attorney Pete Sweeney addressed the question from Commissioner Perona explaining that we cannot apply law that is not yet law.
Commissioner Jeremiah Johnson inquired on the fee schedule and structure.
Rebeca Guerra explained that the fee schedule and structure will be available at a later date and time.

City Manager Mimms provided updated information on the Strategic Action Plan for 2021 and the FPRA annual report. He discussed the meeting schedule for the Commission for the following week to include Conference Agenda and Parks Advisory Board.
Attorney Pete Sweeney has no comments.
City Clerk Linda Cox has no comments.

COMMENTS FROM THE COMMISSION
Commissioner Curtis Johnson, Jr. commented on his excitement about the Highwayman plates and what it means to the City.
Commissioner Thomas Perona met with Dr. Tom Moore at Indian River State College regarding the Sunrise Theatre. He recommends staff to reach out as the college may be of assistance.
Commissioner Jeremiah Johnson spoke with Dr. Tom Moore as well about opportunities with the college. Commissioner Johnson is submitting an application for the Quincey Ave Field to be renamed in honor of Layne Chesney. In addition, Guardian Ad Litem has moved into the Sunrise Center Building.
Mayor Linda Hudson thanked Commissioner Thomas Perona for speaking with Dr. Moore.

ADJOURNMENT

Immediately following adjournment, please move toward the doors and exit the chambers. This allows for the safe and courteous exit of all persons, and those on the dais. Conversations after the meeting should be held outside of chambers, in the foyer or elsewhere, but not in the commission chambers where lights will be out as soon as the chambers are empty.
