Mayor Hudson called the August 2, 2021 regular meeting of the City Commission to order at 6:00 PM.

MISCELLANEOUS REPORTS
 
a.
Update on Council on Aging Activities by Darrell Drummond.
Darrell Drummond, President and CEO of the Council on Aging, presented the Annual Report for FY 2020-2021. The programs provided by the Council include adult day care, meals on wheels which administers upwards of 500 meals to seniors daily; 140,000 during the pandemic, daily wellness checks, community transit, care giving, case management services, and outreach. The current budget is $3.6 million of which the City contributes $15 thousand dollars. An allocation of $1.2 million dollars from the American Rescue Act to expand meals and care giving services was received.

Commissioner Perona inquired if volunteers are utilized, and opportunities offered. Mr. Drummond responded that volunteer opportunities are available and to visit www.coasl.com or call 772-336-8608.

Commissioner Curtis Johnson, Jr. inquired about the number of seniors receiving services through the adult daycare, and if vaccination assistance was coordinated. Mr. Drummond explained that they are licensed to accommodate 65, but due to the pandemic 20-25 seniors are being serviced. In addition, seniors were registered for vaccination at location and in home, and transportation was provided.

Commissioner Jeremiah Johnson inquired as to the plans for the funds from American Rescue Act. Mr. Drummond explained that the specific programs for funds are determined by the Department of Elder Affairs. Council on Aging staff will then determine the areas of need and present the recommendations to the board. Areas of current need are transportation, home improvements and modifications.

Mayor Hudson inquired of the eligibility for services. Mr. Drummond explained that you must be at least 60 years of age. Some programs require copay and or have income requirements.
 
b.
Presentation of Florida’s Turnpike Enterprise (FTE)  Project #423374-1, PD&E Study to widen the Turnpike from Jupiter to Fort Pierce
Brain Ribaric, Florida Turnpike presented the projected widening of the Turnpike from Jupiter to Fort Pierce. The objective is to address traffic needs, improve accessibility and mobility, enhance emergency evacuation and safety, and avoid/minimize environment impacts.

Commissioner Curtis Johnson inquired as to the top public concern, noise barriers, anticipated safety concerns. Mr. Ribaric replied that noise is the top concerns. There are 50 miles of noise barrier installation. Safety is a major concern, to address those, past accidents are analyzed to make determinations.

Commissioner Perona inquired if technology has been considered to accommodate autonomous vehicles. Mr. Ribaric confirmed that the autonomous vehicles are being considered. Suntrax Test Facility developed by FDOT and Florida Turnpike Enterprise provides for emerging transportation technology. Mr. Yung elaborated that technology improvements are best done in the future.

Commissioner Jeremiah Johnson inquired about a Midway Road interchange, and expanded resurfacing of St. Lucie County. Mr. Ribaric explained that Midway may not generate enough traffic to fund itself within the 15–20-year timeline, and St. Lucie County resurfacing is in progress.

Mayor Hudson inquired on the projected time frame for improvements. Mr. Ribaric stated that many projects are ahead this expansion.

Commissioner Curtis Johnson inquired if this was the appropriate time to hear citizen comments. Mayor Hudson informed him that no public comments take place at this time.

Commissioner Perona inquired of Attorney Tanya Earley as the legality of removal. Attorney Earley explained that the City Charter allows for removal.

Mayor Hudson addressed the issue of due process. Attorney Earley detailed that an appointment can be undone pursuant to the City Charter.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF FORT PIERCE, FLORIDA, AUTHORIZING THE CITY TO JOIN THE STATE OF FLORIDA AND OTHER LOCAL GOVERNMENTAL UNITS AS A PARTICIPANT IN THE FLORIDA MEMORANDUM OF UNDERSTANDING AND FORMAL AGREEMENTS IMPLEMENTING A UNIFIED PLAN; PROVIDING FOR AN EFFECTIVE DATE.
 
Attorney Earley explained that this resolution is the culmination of ongoing litigation authorizing Mayor Hudson to sign any future paperwork to effectuate a settlement.

Attorney Earley confirmed that the city has not incurred any costs.
 
 

Motion was made by Commissioner Jeremiah Johnson, seconded by Commissioner Curtis Johnson, Jr. to approve Resolution No. 21-R44.

In honor of Commissioner Rufus Alexander public visitation will take place on Saturday, August 7 at Percy Peek Gymnasium and a celebration of life on Sunday, August 8 at Westside Church. On August 9, the City Commission Conference Agenda meeting will include Parking Committee Recommendations, the Sunrise Theatre operational plan, and legislative priorities for 2022. With consensus and feedback, a presentation will take place on August 19 at Indian River State College to the legislative delegation. On August 10, FPRA board meeting agenda will include Fisherman’s Wharf Development, Means Court Center Multi-Service Community Hub, lease agreement with Florida Hall of Fame Highwaymen, surplus properties being awarded to high-ranking responders, amending the lease agreement with Lindsey School of the Arts, and FPRA programs and activities update.

COMMENTS FROM THE COMMISSION
Commissioner Perona - Attended the FMEA-FMPA Conference which addressed the need for electric capacity, report from the conference is forth coming.

Commissioner Curtis Johnson - Asked that the public get involved and apply for Boards. He attended the TCERDA Advisory Board meeting, and commended Pastor Hazel Hoylman on her partnership with Florida Community Health Center and the Housing Authority for medical center services for the Lincoln Park Community at 3090 Ave G.

Commissioner Jeremiah Johnson is encouraged with transportation in Fort Pierce. Expressed his honor serving with Commissioner Rufus Alexander and the celebration of his life.

Mayor Hudson inquired on the census numbers. In preparation for seating for the FPUA Board, she conveyed her desire to interview candidates in person or via phone rather than in public. She also expressed pride in Fort Pierce for the support of the R.I.C.H. House, The Survivors of Murdered Victims Support Group, and FAMU send off.

ADJOURNMENT

Immediately following adjournment, please move toward the doors and exit the chambers. This allows for the safe and courteous exit of all persons, and those on the dais. Conversations after the meeting should be held outside of chambers, in the foyer or elsewhere, but not in the commission chambers where lights will be out as soon as the chambers are empty.
