Mayor Hudson called the November 15, 2021 Regular Meeting of the City Commission to order at 4:30 PM

Mayor Hudson requested an item be added as 13b regarding a letter of support for the Zora Neal Hurston Florida Education Foundation Grant Application.

MISCELLANEOUS REPORTS
 
a.
Students4H20 presentation on Veteran's Memorial Park Adoption

Kaitlyn Ballard, Public Works, intruduced Adriana Mancini, founder and President of Students4H2O. Tyler Daniel, Sydney Daniel, and Anna Rose Hillhurst members of the Lincoln Park Academy Chapter presented the mission of Students4H2O and the adopting of Veterans Memorial Park. On November 27, 2021 Students4H20 will host the Veterans Memorial Park Clean up at 10 am. In addition, they will participate in the Stuart Water Fest March 26, 2022.

Commissioner Jeremiah Johnson inquired as to how the Commission can assist in furthering the goals of Students4H2O. Ms. Tyler Daniels explained that assistance in expanding their reach to other students is helpful.

CONSENT AGENDA
 
a.
Approve request to reduce Code Enforcement lien in the amount of $98,780.00, against 521 Douglas Court, Fort Pierce, FL 34950 - Parcel ID Number 2409-501-0091-000/3, owned by 2nd Generation Building Corp, to $1,000.00, to be paid within 60 days.
 
b.
Approve request to reduce Code Enforcement lien in the amount of $109,780.00, against 521 Douglas Court, Fort Pierce, FL 34950 - Parcel ID Number 2409-501-0091-000/3, owned by 2nd Generation Building Corp, to $2,000.00 to be paid within 60 days.
 
c.
Approve staff recommendation in response to request to reduce lot clearing fees in the amount of $1,904.50 against 714 N 17th Street, Fort Pierce, FL, Parcel ID# 2404-816-0015-000/9 owned by 2nd Generation Building Corp, by waiving the interest, penalties and a portion of the administrative costs in the amount of $854.50, leaving a balance due of $1,050.00 payable in 60 days. The applicant is asking to waive all costs and fees in the amount of $1,904.50 leaving a balance due of $0.00, which requires the item be pulled from the Consent Agenda with a direct vote of the City Commission.
 
d.
Approval of S.R. A1A Maintenance Memorandum of Agreement (MMOA) Amendment No. 1 between the City of Fort Pierce and the Florida Department of Transportation.
 
e.
Approve staff recommendation in response to request to reduce demolition lien in the amount of $9,255.24 against 714 N 17th Street, Fort Pierce, FL, Parcel ID# 2404-816-0015-000/9 owned by 2nd Generation Building Corp, by waiving the interest, penalties and a portion of the administrative costs in the amount of 2,844.74, leaving a balance due of $6,410.50 payable in 60 days. The applicant is asking to waive all costs and fees in the amount of $9,255.24 leaving a balance due of $0.00, which requires the item be pulled from the Consent Agenda with a direct vote of the City Commission.
 
f.
Approval of Engineering Design & Construction, Inc. (EDC) Specific Authorization No. 7 in the amount not to exceed $92,575 for Avenue D roadway improvements.
 
g.
Approval of Request to Allocate Funds for the Oaks at Moore Creek Phase II Infrastructure Construction.

City Clerk Linda Cox presented the resolution formalizing the requirement for all candidates and committees to use our electronic filing system.

Commissioner Curtis Johnson, Jr. requested clarification that filing requirements are for the purpose of record keeping.

Commissioner Jeremiah Johnson inquired if the Supervisor of Elections or the City Clerk supply candidates with notifications. Mrs. Cox confirmed that she manually verifies notifications.

COMMENTS FROM THE CITY MANAGER

City Manager Nick Mimms expressed that the City had a successful week. Mr. Mimms and Commissioner Curtis Johnson, Jr. attended the groundbreaking of Blue Sky Landing a 164-unit apartment community. Saturday, November 13th Mayor Hudson, Commissioner Curtis Johnson and Mr. Mimms passed out turkeys. The Joint Meeting with St Lucie County will be held November 18, 2021 at the St Lucie County Administrative Build from 9 am -11 am.

COMMENTS FROM THE COMMISSION
Commissioner Thomas Perona applauded the City Clerk for doing an excellent job, is proud of where the City is in comparison to other municipalities, and is excited about the upcoming Joint Meeting.

Commissioner Curtis Johnson, Jr.  is excited about Blue Sky providing affordable housing, commended Mr. Mimms and staff on the success of this year’s turkey giveaway and wished the City Happy Thanksgiving.

Commissioner Jeremiah Johnson expressed excitement for Blue Sky development and inquired as to how calls for service impact the police department during the holiday season.

Mayor Linda Hudson wished everyone a safe and happy thanksgiving. December 5th from 6-11 pm is the Sights & Sounds on Second Festival and Parade.
