CONSENT AGENDA
 
a.
Approval of Specific Authorization No. 1 to C.W. Roberts Contracting, Inc. for the 2021 Street Resurfacing Program  in the total amount of $415,054.00.
 
b.
Approval of Specific Authorization No. 3 to Kimley Horn and Associates for the Surfside Park Residential Street Drainage Improvements Phase II - Professional Design Services in an amount not to exceed $199,750.00.
 
c.
Approve contract with Swagit., Plano, TX for the annual renewal of ADA compliance for FPTV services in the amount not to exceed $68,328.00.
 
d.
Approval of a Release of Unity of Title for 1569 and 1573 Thumb Point Drive.
 
e.
Approve request to reduce Code Enforcement lien in the amount of $32,240.00, against 1312 Atlantic Avenue, Fort Pierce, FL 34950 - Parcel ID Number 2409-813-0018-000/6, owned by William & Virginia Smith (TR), to $1,000.00 to be paid within six months or at closing. The applicant, Mr. William Smith, is requesting the full amount of the lien, $32,240.00, be waived leaving a balance of $0.00, which requires the item to be pulled from the Consent Agenda with a direct vote of the City Commission.
 
f.
Approve Interlocal Agreement Governing Use of St. Lucie County Regional Opioid Settlement Funds between St. Lucie County, the City of Port St. Lucie, the City of Fort Pierce, and the St. Lucie County Fire District.
 
g.
Approval of participation agreements on behalf of the City of Fort Pierce as required under Resolution 21-R44 and as part of the potential settlement of Opioid Litigation. 
 
h.
Approval of retainer agreement with Matthew D. Weidner, P.A. as outside counsel for foreclosure actions related to code enforcement/nuisance abatement liens under the supervision of the City Attorney.
 
i.
Approval of Letter to St. Lucie County Commissioners as a follow-up to the Joint Meeting of November 18, 2021.

PUBLIC HEARINGS
 
a.
2020 Consolidated Annual Performance and Evaluation Report (CAPER) Public Hearing
Grants Division Manager, Brittany Marinello and Grants Reporting Specialist, Lisa Lamarre presented the 2020 Consolidated Annual Performance and Evaluation Report (CAPER). The City expended $179,248 in CDBG funds on projects in 2020. Economic Development assisted 43 business, 5 receiving façade treatment and building business rehabilitation. House Rehab assisted 7 people with CDBG funds for painting and weatherization. Public Services assisted 4,967 individuals with employment and meals were provided by the Food Bank. Public Facilities and Infrastructure is estimated to have served 60,345 individuals in low to moderate areas through activities. The CARES Act funded activities to prevent, prepare and respond to the coronavirus with an expenditure of $241,278. In addition, the 2022 job fair will take place January 20th at the Fenn Center.

Reports
Mr. Mimms provided a brief update on the Strategic Plan, City Managers and Purchase Order reports. He highlighted that the City of Fort Pierce has been listed as one of the best places to work in St Lucie County. During the Conference Agenda meeting Monday, December 13, 2021, discussions will include homelessness and housing. The Chamber of Commerce will provide updated recommendations. The Sunrise Humane Society will provide an update on their Operations Plans, and the City Clerk will provide updates on Boards and Committees for 2022.

Commissioner Thomas Perona thanked the staff involved in the annexations. He honored Commissioner Curtis Johnson, Jr. on his one-year Commission Anniversary by wearing a bow tie.

Commissioner Jeremiah Johnson honored Commissioner Curtis Johnson, Jr. on his one-year Commission Anniversary by wearing a bow tie and thanked the staff involved in the annexations. He referenced City growth, expansions, and the conversation that need to take place.

Commissioner Curtis Johnson, Jr. thanked the Commission for their acknowledgement of one year and the development that he has seen. He encouraged district one to vote and wished the Fire Hawks well.

Mayor Linda Hudson thanked Commissioner Curtis Johnson on his involvement with the visit for the Stuart contingency, thanked the Kiwanis Club and Main Street for their hard work on the parade and attended Wawa’s Grand Opening. There will be an EDC meeting December 7th.
