OF THE REGULAR MEETING OF THE FORT PIERCE CRA ADVISORY COMMITTEE HELD ON WEDNESDAY, SEPTEMBER 15, IN FORT PIERCE 2ND FLOOR CONFERENCE ROOM, 100 NORTH US HIGHWAY 1, FORT PIERCE, FLORIDA.

OLD BUSINESS
a.
August and September FPRA Board Meeting Review
Shyanne Harnage updated the Committee on the August and September FPRA meetings. In the August meeting, the Fisherman's Wharf agreement was approved to have the 3 lots purchased and developed. On March 26, 2020, the FPRA and The Lindsay School of the Arts, executed a Memorandum of understanding to suspend all deadlines set forth in the development agreement due to the COVID-19 Pandemic. The FPRA Board approved the first amendment to the agreement to lease and improve Old St. Anastasia School. All surplus properties were approved to award the Bid to Brego Construction. The logos for the FPRA were presented and approved.
At the September FPRA meeting, The lease agreement with Lincoln Park Mainstreet to occupy the space at Means Court Center was approved for a one(1) year lease. Rich Gonzalez from REG Architects presented his plan for the Lincoln Park Theater with architectural design options.

CRA Advisory Committee By-Laws Discussion and Proposed Changes
Motion was made by Chair Charlie Frank Matthews, and seconded by Carolyn Mann-Lurry

Chairperson Taylor explained the changes and edits that staff presented to her regarding the CRA By-Laws which is to remove the secretary position and to move the meetings to the first Wednesday of each month, starting in January 2022. The reasoning behind moving the meeting date is to be able to add their recommendations to the FPRA agenda instead of waiting approximately 3 weeks for the next FPRA meeting.
Charlie Frank Mathews gave his concern regarding removing the secretary position and made a motion to have a second reading in October so that they may read and look over the changes. Carolyn Mann-Lurry seconded the motion.

Chairperson Taylor opened the discussion and mentioned that the role of Vice-chair is only for three(3) months because elections will be in January 2022.
Hoyt Murphy nominated Al Johnson, but he declined and nominated Carolyn Mann-Lurry. She accepted to be Vice-Chair for the remaining three months.

Shyanne Harnage gave an overview on the two(2) properties and that the FPRA purchased them back in 2017 with the intention to utilize them for future parking on South Beach. The lease has expired and the plan is to put the properties out for redevelopment. They want to issue a Request for Qualifications and Proposals (RFQP) in November 2021.They are looking for a mixed use element, parking and retail, condos, etc.
