MINUTES OF A MEETING OF THE PARKING COMMITTEE OF THE CITY OF FORT PIERCE, FLORIDA, HELD IN THE COMMISSION CHAMBERS, 100 NORTH U.S. #1, FORT PIERCE, FLORIDA, AT 9:00 A.M. ON WEDNESDAY, February 10, 2021

Approval of Minutes from the January 13, 2021 Meeting

COMMENTS FROM THE PUBLIC

Any person who wishes to comment on any subject on this Agenda may be heard at this time. The Parking Committee will not be able to take any official action under “Comments from the Public” section.

OLD BUSINESS
 
a.
Courthouse Parking Follow-up
Audria Moore-Wells updated the Committee with the process of the Courthouse parking and signs have been installed. Originally there were 13 parking spots, but 2 were left out for the Law Library. One of the spots is in front of a fire hydrant, so that only leaves one parking spot for the Law Library.
 
b.
Parking Committee Recommendations Update
Commissioner Perona commented on the Parking Committee recommendations and the Walker Consultants presentation and how well-received it was by the City Commission.
Audria Moore-Wells updated the Committee that the RFP for Parking Management and Enforcement Software is out on the street right now. Audria will be reaching out to Walker Consultants to get an estimate on the cost to begin to implement the recommendations. She reached out to Commissioner Jeremiah Johnson about presenting to the Parking Committee, administration from the County will be working that out and it will either be March or April.
 
c.
Melody Lane Parking
Carl Dougal, Operations Manager for the City Marina spoke on behalf of Dean Kubitschek, the Marina Manager. The Committee asked questions about parking for patrons and parking around the Marina. Mr. Dougal informed the Committee that for Marina patrons, there are 50 restricted parking spots and 20 of them are paid parking with decals. They spoke about the North and South side parking, how they direct visitors to additional parking, mentioning that right now there is available parking due to the fact that there are no events. After much conversation, the Committee decided to meet again in March with the recommendations from the Marina.
 
d.
Interlocal and Lease Agreements for Parking by Mike Reals, Public Works Director
Mike Reals, Public Works Director discussed the leases on properties that are being used for parking solutions.

NEW BUSINESS
 
a.
Edgartown Parking Concerns
The Chairman from the Historical Preservation Board mentioned to Chairman Broderick that there is a concern regarding on street parking in Edgartown due to pressures from King's Landing and port activity. Chairman Broderick invited members from the Historical Preservation Board to attend the Parking Meeting to address their concerns. Since there were no representatives present, the board members decided to move forward and not continue speaking on the subject.
 
b.
South Beach Paid Parking
The board members discussed paid parking at South Beach for residents and non-residents. Ideas were thrown around as to how to address the paid parking in that area. They decided more information needed to be gathered, and they would continue the conversation at a later meeting.
