MINUTES OF A SPECIAL MEETING OF THE FORT PIERCE REDEVELOPMENT AGENCY, HELD IN THE CITY HALL COMMISSION CHAMBERS, 100 NORTH U.S. #1, FORT PIERCE, FLORIDA, AT 5:30 P.M. ON TUESDAY, FEBRUARY 17, 2015.

A.
Approval of FPRA Resolution No. 15-R02, authorizing and approving a loan of $400,000 from the Treasure Coast Regional Planning Council for cleanup costs associated with the King Power Plant site.
City Clerk Linda Cox introduced the resolution, read by title only, into the record.
City Attorney Robert Schwerer stated staff is recommending approval of the loan. This is the third in a series of loans that the Fort Pierce Redevelopment Agency has engaged in with the Treasure Coast Regional Planning Council. He explained this loan is for $400,000 at an interest rate of .025 percent per annum with interest payable annually. The maturity date is February 2019 upon which the full $400,000 and any accrued interest will be due and payable. Further clarifying this is an FPRA loan. There is an indemnification and hold harmless agreement with the Utilities Authority making it an obligation for them to repay moneys paid by the City for this loan.

Mr. Nick Mimms stated the Riviera Beach CRA was given a tour of Fort Pierce when they visited at the request of the Treasure Coast Regional Planning Council. They appreciated the time that was spent with them stating they are looking to use the FPRA as a model for the great things they are looking to do with their City. Mr. Mimms stated he is very proud with what our FPRA has been able to accomplish. He wanted to add the 2015 King Plant cleanup began February 16th and is scheduled to be completed November 10, 2015 for 2015 cleanup plan for the site with a total completion by mid-2016. Mr. Mimms will reach out to developmental agencies to begin to remarket the site for future developers, explaining they will be faced with challenging situations as well as reaching out to get input on an up to date, current vision from the community before moving forward.
