The City Commission held a discussion and directed the City Manager to have a formal actuarial study completed as it pertains to Recommendation #1: Increase the final average period to eight years with a three year phase-in. The unions need to weigh-in on this recommendation. The actuarial study should be presented to the Retirement Board prior to being presented at a City Commission meeting. Lowering the multiplier with the option to have a confirmed Cost of Living Adjustment (COLA) should also be explored. The City Commission expressed the need to find a consensus in a public meeting. This would to make staff aware that no rollback of the multiplier will occur as consideration of this reduction has caused an increase in employee turn-over.
