Mayor Hudson called the June 05, 2023, Regular Meeting of the City Commission to order at 5:05 P.M.

MISCELLANEOUS REPORTS
 
a.
Summary report of the 2023 Florida Legislative Session by Ryan Matthews, City of Fort Pierce lobbyist
Ryan Matthews, Lobbyist, Gray Robinson, presented the 2023 Florida legislative session recap which included political dynamics, bills and amendments filed, leadership priorities, governor, house and senate decisions, budget, health and human services, education, economic development, and local government.
 
The Commission inquired about the funds allocated for wastewater and school safety.

CONSENT AGENDA
 
a.
Approve award to Johnson-Davis, Incorporated for Fernandina Street and Porpoise Avenue Drainage repairs in the amount not to exceed $107,910.00
 
b.
Approval to Piggyback the FPUA Contract with Mastec North America, Inc. and a Purchase Order in the amount of $273,561.36 to install conduits and related fixtures for AT&T and Comcast for the Avenue B Roadway Construction Project.
 
c.
Approval of Service Agreement for Bid No. 2022-028, Fuel Dispensers Replacement, to Spatco Energy Solutions LLC, Sunrise, FL in the amount of $97,561.00   
 
d.
Approve the naming of the playground at Jaycee Park to The Fort Pierce Sunrise Kiwanis Club Playground.
 
 
e.
Approval of Highwaymen Museum Grant Extension Amendment extending the grant period to 12/31/2023.
 
f.
Approval of Brothers' Construction, Inc. Specific Authorization No. 3 in the amount of $808,725.00 for the repair and reconstruction of the boat ramp and docks at Jaycee Park.
 
g.
Approval of Interlocal Agreement between the St. Lucie Transportation Planning Organization and the City of Fort Pierce for passenger rail station design.
 
h.
PULLED AT STAFF'S REQUEST.  Approve Proposal by Zyscovich Architects for Master Planning and Conceptual Architectural Design Services for the Development of a Master Transit Oriented Development Action Plan in an estimated amount of $100,000.00 which will be reimbursed by the St. Lucie County Transportation Planning Organization via Interlocal Agreement.
 
i.
Approval of an agreement between the United States Department of Transportation and the City for the administration of the Safe Streets and Roads for All (SS4A) Grant in the amount of $240,000.00 which was awarded on January 31, 2023.
 
j.
Approve Grants Division recommendation for award of two $5,000.00 public service agency grants for a total of $10,000 for the PY 22-23 Public Service Agency Grant period.
 
k.
Approve the upgrade and improvement of the Marina Wi-Fi to be installed and monitored by existing contractor in the total amount of $28,265.00.
 
l.
Staff requests the award of the Ohio Avenue (US 1 to 11th) Roadway Reconstruction project to the low bidder, PRP Construction, LLC, in an amount not to exceed $2,486,699.50.
Mayor Hudson requested item 11g be pulled.
 

Motion was made by Commissioner Curtis Johnson, Jr., seconded by Commissioner Michael Broderick to approve items 11a-11f and 11i-11l of the Consent Agenda.

As to item 11g

Commissioner Curtis Johnson inquired of City Manager Nick Mimms requested clarification of the process to start the conversation with St. Lucie TPO for the interlocal agreement. Mayor Hudson added that the TPO has added this to the work plans so that funds are available and explained that this step shows that the City is ready for a train station.

Mr. Mimms commented on the steps the City has taken in moving forward with a station and that additional discussion will take place during the Conference Agenda meeting on June 12th.

Mayor Hudson commented on the historical factors that play a part in Fort Pierce having a station.

Commissioner Broderick commented on the support and positive discussion for the station.

Kevin Freeman, Planning Director provided an overview of the properties proposed for annexation and the need to adopt the ordinances in a particular sequence. All annexations went before the Planning Board at the May 25th, 2023 and where moved to the City Commission with a 6-0 vote recommending approval of each.

Mayor Hudson opened the public hearing.

Joseph Miller, on behalf of Cypress Knee LLC and St. Lucie Battery and Tire expressed several concerns with zoning, inquired on the service provider and when the annexation goes into effect.

Mayor Hudson closed the public hearing.

Mr. Freeman confirmed that no changes will take place with zoning or services providers and that the annexation is effective immediately but will be added to the tax roll in 2024.

Commissioner Broderick inquired if the property owner could change zoning to the City. Mr. Freeman confirmed that they could do so and that a representative from the Planning Department could assist them.

Mr. Mimms commented on police services and explained that 911 dispatch will route calls giving the property owner access to City and County services.

Commissioner Gaines inquired why a property owned by the City requires annexation.

Mr. Freeman explained that it is outside the City limits requiring annexation. 

Mayor Hudson opened the public hearing.

City Manager Nick Mimms Highlighted the Ohio Avenue project, the July 10th Conference Agenda meeting, the June 12th Conference Agenda meeting, the 100-year Celebration of the Sunrise Theater, the Law Enforcement Torch Run, and the June 13th FPRA Board Meeting.

City Clerk Linda Cox – Commented that the short-term rental update will be brief.

City Attorney Tanya Earley - No comments.

COMMENTS FROM THE COMMISSION
Commissioner Gaines commented on the Juneteenth proclamation and upcoming pageant at the Fenn Center on Saturday, June 10th.

Commissioner Broderick commented on the retirement board meeting.

Commissioner Curtis Johnson commented on his participation in the Juneteenth festivities, and suggested updating the Orange Avenue exit sign to notify travelers that they are in the City.

Mayor Hudson commented on incidents in Jetty Park and the need for additional police presence in the summer months.
