MINUTES OF A  MEETING OF THE PARKING COMMITTEE OF THE CITY OF FORT PIERCE, FLORIDA, HELD IN THE 2ND FLOOR CONFERENCE ROOM, 100 NORTH U.S. #1, FORT PIERCE, FLORIDA, AT 9:00 A.M. ON WEDNESDAY, FEBRUARY 15, 2023
 
1.
CALL TO ORDER
Gus Gutierrez called the February 15, 2023, Parking Committee meeting to order at 9:00 AM.
 
2.
ROLL CALL
Present:
Dan Cushman; Gus Gutierrez; David BuShea; John Heaning; Edward Dillon; Ryan Collins; Doris Tillman
Staff Present:
Jack Andrews, City Engineer; Julie Bye, Engineering Executive Assistant; Brittany Meredith, Deputy City Clerk

APPROVAL OF MINUTES
 
a.
Approval of Minutes from the January 18, 2023, Meeting.
 

Motion was made by Ryan Collins, seconded by Dan Cushman to approve the minutes from the January 18, 2023 meeting.

COMMENTS FROM THE PUBLIC

Any person who wishes to comment on any subject on this Agenda may be heard at this time. Please limit your comments to no more than five (5) minutes, as this section of the Agenda is limited to thirty minutes. The Parking Committee will not be able to take any official action under “Comments from the Public” section.

NEW BUSINESS
 
a.
Sunshine Law Presentation
This item has been moved to the next meeting.
 
b.
Delaware Avenue Parking Refurbishments 
City Engineer, Jack Andrews, started the discussion on parking refurbishments on Delaware Avenue. Bryan Masters from St. Lucie County mentioned that the Engineering department should reach out to the Roads and Bridges department in St. Lucie County to determine what they would be able to assist with on this proposed project. The Parking Committee agreed that the roads need to be fixed and not just patched.
 

Motion was made by Edward Dillon, seconded by Dan Cushman to support this item.

6.
OLD BUSINESS
 
a.
Proposed Parking area for Depot Drive South 
Mr. Andrews gave the presentation for Depot Drive South. The Parking Committee agreed this item needs to be discussed with St. Lucie County as it directly affects the St. Lucie County Court House. They discussed whether it should be designated for County only or kept open for anyone to park and asked if engineering knows the price on the lot that is a part of the proposal.
 

Motion was made by John Heaning, seconded by Dan Cushman to approve, subject to the motivation of the seller of the lot in the proposal with a decent price.

b.
Parking Garage Counting System 
Mr. Andrews mentioned the City has not received any bids for the Counting System. The Parking Committee agreed to move this discussion to the next meeting. 
 
7.
COMMITTEE AND STAFF COMMENTS
Ryan Collins mentioned the comment Anton Krisel made regarding the handicap spaces in the parking lot on Melody lane and Boston Avenue. They discussed reaching out to the Code Enforcement department to review the lot and the possibility of adding more handicap spaces per the size of the lot.

Gus Gutierrez adjourned the meeting at 10:06 AM.
