MINUTES OF A  MEETING OF THE PARKING COMMITTEE OF THE CITY OF FORT PIERCE, FLORIDA, HELD IN THE 2ND FLOOR CONFERENCE ROOM, 100 NORTH U.S. #1, FORT PIERCE, FLORIDA, AT 9:00 A.M. ON WEDNESDAY, JUNE 14, 2023.

CALL TO ORDER
Gus Gutierrez called the June 14, 2023 Parking Committee meeting to order at 9:00 AM.

APPROVAL OF MINUTES
 
a.
Approval of the Minutes from the May 10, 2023, Meeting.
 

Motion was made by Dan Cushman, seconded by David BuShea to approve the minutes from the May 10, 2023 meeting.

COMMENTS FROM THE PUBLIC

Any person who wishes to comment on any subject on this Agenda may be heard at this time. The Parking Committee will not be able to take any official action under “Comments from the Public” section.

NEW BUSINESS
 
a.
FP Resorts, LLC Lease Renewal Review
Audria Moore-Wells, Special Projects Coordinator, presented the FP Resorts, LLC lease renewal documents. The lot was discussed at one of the previous meetings to add trailer parking. The Parking committee agreed that this lot is important for parking. They asked if the City could negotiate for a longer lease.
 

Motion was made by John Heaning, seconded by Dan Cushman to have the City negotiate the lease fee and length at $1,200 a month for 1 or 2 years or $1,500 a month for 1 or 2 years.

b.
Parking Garage Counter discussion
Audria Moore-Wells presented the Parking Garage Counter discussion. The Parking Committee liked the presentation for the counter.
 

Motion was made by David BuShea, seconded by Ryan Collins to endorse the selection committee’s choice on the Parking Garage Counter.

c.
Downtown Overlay Zoning District discussion
Selena Griffett, Project Engineer, and Kevin Freeman, Planning Director, started the discussion on the overlay zoning district. Mr. Freeman recommends if the City were to implement a paid parking program the funds should go to a long-term improvement for example a parking garage. He also mentioned he will get back to the committee with a total for parking that is required in our eclectic downtown area.
 
The Committee talked about the J.C. Penny Parking lot, and they discussed resending their recommendation from the previous meeting because they have received new information. They would like to table the discussion on what to do with the lot until they receive the price to fix the lot.
 

Motion was made by Dan Cushman, seconded by David BuShea to table the recommendation from last month’s meeting.

d.
Paid Parking on the Beach Pilot Program discussion
Peggy Arraiz, Community Response Director, presented the Paid Parking on the Beach Pilot Program. The Parking Committee discussed the program and its local impact. They would like part of the revenue this pilot program will bring to go to a parking garage fund. They are against St. Lucie County residents paying to use the beaches. After the RFP Ms. Arraiz will be able to present more information to the Parking Committee.
 

Motion was made by David BuShea, seconded by John Heaning to recommend going out for the RPF with the comments of a 36-month trial, funds generated split between the General fund and a Parking Garage fund, and free parking for St. Lucie County residents.

Discussion of property located at 321 S 2nd St 
Michael Broderick asked if they could table the discussion until the next Parking Committee meeting.
