MINUTES OF A  MEETING OF THE PARKING COMMITTEE OF THE CITY OF FORT PIERCE, FLORIDA, HELD IN THE 2ND FLOOR CONFERENCE ROOM, 100 NORTH U.S. #1, FORT PIERCE, FLORIDA, AT 9:00 A.M. ON WEDNESDAY, OCTOBER, 11, 2023.

CALL TO ORDER
Ryan Collins, filling in for Gus Gutierrez as acting Chairperson, called the October 11, 2023, Parking Committee meeting to order at 9:00 AM.

ROLL CALL

David BuShea; John Heaning; Edward Dillon; Ryan Collins; Doris Tillman
Absent:
Dan Cushman; Gus Gutierrez
Staff Present:
Jack Andrews, City Engineer; Julie Bye, Engineering Executive Assistant; Brittany Meredith, Deputy City Clerk

APPROVAL OF MINUTES
 
a.
Approval of the Minutes from the September 13, 2023, Meeting.
 

Motion was made by John Heaning, seconded by David BuShea to approve the minutes from the September 13, 2023 meeting.

COMMENTS FROM THE PUBLIC

Any person who wishes to comment on any subject on this Agenda may be heard at this time. Please limit your comments to no more than five (5) minutes, as this section of the Agenda is limited to thirty minutes. The Parking Committee will not be able to take any official action under “Comments from the Public” section.

OLD BUSINESS
 
a.
Discussion of Parking lot East of Square Grouper
City Engineer, Jack Andrews presented the proposed parking that will provide 42 public parking spaces.
 

Motion was made by David BuShea, seconded by John Heaning to move forward with the parking as presented and adding this area to the paid parking program.

b.
Discussion of J C Penny Parking lot
Mr. Andrews let the Parking Committee know the updated plans will take the parking area down to 85 parking spaces, only losing 20 parking spaces. The other plans had the area losing 30 parking spaces. Mr. Andrew will be taking this to the City Commission. The Parking Committee asked about the parking on Indian River Drive to turn it into angled parking.
 

Motion was made by Doris Tillman, seconded by John Heaning to move forward with the parking plan as presented and look into adding angled parking on Indian River Drive as a phase 2.

Update on Parking Garage Counter System
Mr. Andrews let the Committee know it is still a work in progress.

NEW BUSINESS
 
a.
Discussion of Indian River Dr. Reconstruction Project
Mr. Andrews gave the presentation of the Indian River Drive reconstruction project. They are looking to add an off-street parking area, so people don’t have to back out onto the street directly. The plans presented are still a work in progress.
