APPROVAL OF MINUTES


Motion to approve minutes by Chad Ingram and seconded by Phil Thompson

COMMENTS FROM THE PUBLIC
Any person who wishes to comment on any subject on this Agenda may be heard at this time. Please sign the sign-up sheet in order to speak. Please limit your comments to no more than five (5) minutes, as this section of the Agenda is limited to thirty minutes. The Affordable Housing Advisory Committee will not be able to take any official action under “Comments from the Public” section.

Jean Woodard- Made comment in her opinion that there has not been any public comment prior to today's meeting is that information about the meetings is not easily accessible on the city's website. Ms. Woodard inquired about the results of the Housing Needs Assessment Survey regarding the future of the City's growth and expressed concerns regarding overcrowding due to overdevelopment and profit incentives to Developers, suggesting targeting

COMMITTEE AND STAFF DISCUSSION

 
a.
RECOMMENDATIONS

1. Expedited Process Development Approvals

Motion made by Leslie Olson and seconded by Chad Ingram to have the City Commission to direct staff to develop timeframes and streamline processes for expedited permitting of affordable housing permits.



2. Ongoing Regulatory Review Process

Motion made by KeAndrea Davis and seconded by Chad Ingram to incorporate a housing impact statement form to recommendation.



3. Fee Waiver for Affordable Housing

Motion made by KeAndrea Davis and seconded by Chad Ingram to recommend building fees and impact fees be waived for affordable housing.

4. Surplus Land

Motion made by Chad Ingram and seconded by Leslie Olson to allow nonprofit organizations to place non-solicited bids to the FPRA and to the city for the properties that they hold.

5. Density Flexibility

The committee agreed to leave recommendation as is.


6. Accessory Dwelling Units

Motion made by Leslie Olson and seconded by KeAndrea Davis to recommend to the city Commission to direct staff to develop an accessory dwelling ordinance which will be allowed to be built on owner occupied sites.
AYE
Chad Ingram made a motion to make a recommendation not the city and the FPRA make an investigation or conduct an investigation as to how CDBG funds and ship funds can be used to support families with special needs members when it comes to accessory dwelling units.
Motion failed, as outside of the purview of this committee.

  1. SB 102

Discussion regarding the Live Local Act and how it pertains to the function of the committee’s recommendations for Affordable Housing.

Committee will conduct next meeting August 24, 2023, at 4:00pm
