MINUTES OF A REGULAR MEETING OF THE PARKS ADVISORY COMMITTEE OF THE CITY OF FORT PIERCE, FLORIDA, HELD IN THE CITY COMMISSION CHAMBERS, 100 N. US HIGHWAY 1, FORT PIERCE, FLORIDA, AT 10:00 A.M. ON THURSDAY, FEBRUARY 15, 2024.

CALL TO ORDER
Chairwoman Adair called the February 15, 2024, Meeting to order at 10:03 A.M.

COMMENTS FROM THE PUBLIC
Any person who wishes to comment on any subject on this Agenda may be heard at this time. Please sign the sign-up sheet in order to speak. Please limit your comments to no more than five (5) minutes, as this section of the Agenda is limited to thirty minutes. The Parks Advisory Committee will not be able to take any official action under “Comments from the Public” section.

Mike Reals explained the committees' responsibilities as well as the conference agenda meetings.

APPROVAL OF MINUTES
 
a.
Approval of the Minutes from the November 16, 2023 meeting.
 

Motion was made by Bob Burdge, seconded by Renella Mitchell to approve the minutes from the November 16, 2023 meeting.

b.
Approval of the Minutes from the January 18, 2024 Meeting.
Chairwoman Adair noted changes to item 7c and requested the update of a typo.
 

Motion was made by Ionis Jefferson-Knowles, seconded by Renella Mitchell to approve the Minutes of the January 18, 2024 as amended.

OLD BUSINESS
 
a.
Fishing along Melody Lane
Ms. Adair commented on the data collected to include see click fix.

The Board inquired on the public works maintenance schedule, would public works respond if contacted, the homeless population, how often it is power washed, parking, and how often code enforcement makes rounds. 

Mr. Reals commented that there is no dedicated crew, could not respond to the homeless population, pressure washing is not on a routine schedule if complaints are received, public works would respond, data is being collected for research purposes and representatives from other departments can be available for the meetings. 

Mr. Burdge inquired on POA or HOA for the Renaissance building, the ability to participate in Keep Fort Pierce Beautiful Clean-Ups, and issues that arise from events such as Friday Fest. 

Ms. Adair commented on the noise complaints.

Mr. Reals commented on inviting code enforcement and the police department to the meeting with data on complaints, and that events have special use permits.

Ms. Reconco inquired on parking adjacent to the school and if it was labeled for two-hours. 

Mr. Reals responded that the land is leased and that it is labeled two-hour parking.
 
b.
NW Pioneer Park Name Submissions.
All applications moved forward including Mr. Floyd whose application required additional information.
 

Motion was made by Ionis Jefferson-Knowles, seconded by Renella Mitchell to accept the applications including Mr. Floyd with additional information required from Lincoln Park Mainstreet.

Renaming/dual naming 14th Street
Ms. Adair commented on the email regarding the nomination and the process of the Clerk on incomplete application. 


Mr. Reals commented that he would verify with the clerk to determine the next steps.

 
 
7.
NEW BUSINESS
 
a.
Election of Officers
Ms. Adair would like to step down as chair.


Mr. Reals recommended elections take place at the next meeting.

 
 

Motion was made by Ionis Jefferson-Knowles, seconded by Renella Mitchell to delay elections until the next meeting due to absenteeism.

BOARD DISCUSSION
Ms. Reconco - Plans to retire prior to term ending.

Ms. Mitchell - No comments

Mr. Burdge - No comments

Ms. Jefferson inquired on Coach Fenn and First Step parks.

Mr. Reals explained that they are not owned by the City.

Ms. Adair provided an update to the parks ordinance and expected to go before the commission in April and thanked public works for the improvements to Gulf Stream access.

Mr. Reals thank the committee for their time.

Motion was made by Bob Burdge, seconded by Patty Reconco to adjourn the meeting at 11:12 a.m.
