Julie Pouliotte called the November 26, 2024, Arts & Culture Advisory Board meeting to order at 9:02 AM.

APPROVAL OF MINUTES

Approval of the Minutes of the July 23, 2024 meeting.
Motion by Lisa Kessler, seconded by Gloria Baxevanis to approve the Minutes from the July 23, 2024 Meeting.

OLD BUSINESS
a.
City Hall NEW Sculpture
Chairperson Julie Pouliotte mentioned the Bird and Snake sculpture replacement was requested by City Manager Nick Mimms. To remove the existing sculpture, it would require going before the Commission. The board agreed the sculpture doesn’t represent the city and would like to reach out to the community for input on a new design.
Motion by Gloria Baxevanis, seconded by Ipyana Abayomi to table this discussion and bring it back later.

Sites for new/refurbished murals
The Board discussed locations for new and refurbished murals. They found out that the FPRA has a program for murals and if any of their recommended locations fall within the FPRA district this board cannot approve them.
Motion by Vice-Chair Doretha Hair Truesdell, seconded by Gloria Baxevanis for staff to find out which locations the FPRA is already looking to improve.

Indian River Dr. Mural Review
Special Projects Coordinator Audria Moore presented the pictures of the completed mural on Indian River Dr and the Board agreed the artist did a wonderful job.

Arts & Culture Master Plan
Ms. Pouliotte gave a copy of the Art & Culture Advisory Board master plan to the new appointees.
Motion by Lisa Kessler, seconded by Gloria Baxevanis to table this discussion until the new members can review the plan.

Ms. Moore tabled this item indefinitely.

Motion by Vice-Chair Doretha Hair Truesdell, seconded by Gloria Baxevanis to table this discussion until the January meeting.

Ms. Moore asked the Board to review the applications before the next meeting so they can select to present to the Commission.
d.
Relocation of Sculpture at Police Department
Ms. Pouliotte let the Board know she received a request for the wind sculpture to be relocated to the Memorial Park for First Responders. Ms. Moore let the Board know it would be up to staff to determine where the sculpture gets moved to.
Motion by Lisa Kessler, seconded by Gloria Baxevanis to recommend relocating the sculpture to the Commission.

Request for funding for a new mural on the Highwaymen Museum
Pamela Carithers from Lincoln Park Main St. Museum Committee gave the request for funding for a new mural on the Highwaymen Museum. It would be the staff’s responsibility to obtain an artist, there is already a design idea in mind. Staff would need to reach out to Todd Maury for permission to use the design.
Motion by Ipyana Abayomi, seconded by Lisa Kessler to recommend funding for the mural from the Art Funds.

Motion by Lisa Kessler, seconded by Gloria Baxevanis to hold a special meeting upon the receipt of the request for funding of the Highwaymen Festival.
