Jacob WIlliams, FMPA General Manager, gave a brief introduction and discussed the direction of FMPA which is to provide low cost power and have clean assets. Commission discussion included being grateful for the communication between the City and FPMA management as well as the focus on providing affordable utilities.

AN ORDINANCE OF THE CITY OF FORT PIERCE, FLORIDA; PROVIDING FOR THE LEVYING AND COLLECTING OF TAXES FOR THE CITY OF FORT PIERCE, FLORIDA, FOR FISCAL YEAR BEGINNING OCTOBER 1, 2016 AND ENDING SEPTEMBER 30, 2017, FOR THE PURPOSE OF RAISING SUCH AMOUNT AS MAY BE NECESSARY TO CARRY ON THE GOVERNMENT OF SAID CITY DURING SAID FISCAL YEAR AND TO PAY FUNDS SO COLLECTED INTO THE ACCOUNTS PROVIDED THEREFOR; ADOPTING THE CITY OF FORT PIERCE 2016-17 FISCAL YEAR FINAL MILLAGE RATE; AND PROVIDING FOR AN EFFECTIVE DATE.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF FORT PIERCE, FLORIDA:
SECTION 1. The final millage rate of the City of Fort Pierce, Florida, for the Fiscal Year 2016-17 is hereby levied at the rate of 6.9000 per thousand dollar valuation for general City purposes; said rate being in excess of the roll-back rate by 4.76%.
SECTION 2. The City Commission of the City of Fort Pierce, Florida hereby levies a tax of 6.9000 per thousand dollar valuation on all real and personal property within the corporate limits of said City, subject to tax on the first day of January 2016, provided however that such 6.9000 shall not be levied upon property in the City of Fort Pierce exempt under state statute or federal constitution.
SECTION 3. That the City Manager is hereby instructed and directed to certify to the St. Lucie County Property Appraiser the above and forgoing enumerated Millage to be levied for all purposes, for the 2016-17 fiscal year in the said City of Fort Pierce, Florida, pursuant to the provision of the laws of the State of Florida and the Charter of the City of Fort Pierce.
SECTION 4. This ordinance shall be and become effective October 1, 2016.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF FORT PIERCE, FLORIDA:
SECTION 1. The City Commission of Fort Pierce, Florida after having held a public hearing, hereby adopts as its final budget for the operation of the government of said City for the fiscal year beginning October 1, 2016 and ending September 30, 2017, the estimates made by the City Manager of said City presented to the City Commission on September 06, 2016, which detailed amended estimates are now on file with the City Clerk and the Director of Finance.
SECTION 2. That it shall be the duty of the City Manager to set up the aforesaid appropriation of revenues and expenses on the account records of said City, to keep such accounts thereof, as required by the Charter of said City, as may be directed from time to time by the City Commission.
SECTION 3. This ordinance shall be and become effective October 1, 2016.

Howard Tipton, Saint Lucie County Administrator, gave a brief presentation on education and outreach efforts to the one-half cent surtax that will be on the upcoming ballot on November 8, 2016. This tax will go towards the $1.2 million backlog of projected infrastructure projects county-wide. This includes roads, water quality, sidewalks and public safety. The sales tax will give our visitors a chance to participate in paying for the infrastructure they are using. The outreach and education efforts include public presentations, putting together a Citizens Oversight Committee, consistent presentation materials and website development/rollout. Erick Gill, Communications Division Director, gave a brief presentation on the website, SLChalfcent.org, which is easy to navigate and outlines the immediate projects slated for the first five (5) years. This effort has been in collaboration between the City of Port Saint Lucie, City of Fort Pierce and St. Lucie County. The projected additional revenue is $1.5M - $2M on an annual basis.
Commission discussion included how to set up Citizens Oversight Committee, capital budgets projects and working as team moving forward.
Youth from the City of Fort Pierce provided an update on their trip to the conference and the 8 week outreach program which included team building exercises, how to keep a positive attitude and problem solving skills. Since the conference, they have hosted a peace rally which provided insight on education, social media and communication with adults. They thanked the City of Fort Pierce staff for their assistance at various events. Shaneik Maynard, Executive Director, Roundtable of St. Lucie County, was happy to report that the youth came back with reports and solutions. She thanked the Commission for their support.
Shyanne Helms, Communications Manager, gave an overview of a concept for this program. Anyone within the City of Fort Pierce is eligible to participate. The categories are residence, business, neighborhood and apt/condo. The proposed deadline is December 15 with prizes and an awards ceremony. We may be able to get a website for registration and voting purposes. Commission discussion included having public feedback, a possible FPUA sponsorship and how to promote within the community and beyond.
Johnna Morris, Director of Finance, gave a brief presentation on the monthly financial report. All funds with the exception of the golf course and Sunrise Theatre are stable. The Sunrise is on target because of a pending transfer.

Nicholas Mimms, City Manager, announced the joint meeting on November 10, 2016 with Saint Lucie County to discuss the Port of Fort Pierce, the anti-tethering education materials are ready for distribution and an update regarding working with the police department on training and community-driven enhancements which include an upcoming visit from the FDLE. He also provided an update on the grand jury schedule for the Demarcus Semer case and mentioned that Veteran's Memorial Park is coming along beautifully and references every branch of service.
Commissioner Alexander had no comments.
Commissioner Perona announced donations of dog houses and fences and seeks assistance from public works for storage.
Commissioner Sessions stated that he hopes that the community is ready for the outcome of the grand jury findings for the Demarcus Semer case. He hopes for peace and rationality.
Commissioner Becht thanked the Youth for their presentation on their conference visit. The City of Lights is a great idea. He would like to discuss a budget review committee comprised of staff that may be helpful. He would like to review moving the Commission parking spots on the second floor.
Mayor Hudson announced Dancing with our Pals on October 1 at the Sunrise Theatre.
