Mayor Hudson called the meeting to order at 8:30 a.m.

A.
Discussion of boards and committees assigned to members of the City Commission - City Clerk

Mayor Hudson and other members of the City Commission went over the list of boards and committees they currently serve on and asked if any of the other Commissioners would like to serve on those boards.
 
B.
Discussion on amending Chapter 4 - Animals, Sec. 76 - Impound Fees - Code Compliance Manager

Ms. Peggy Arraiz made recommendations on amending the Chapter 4 - Animals Ordinance.  Changes that were made include removing the flat rate dollar fee to match the animal fee charged in the contract with the St. Lucie County Humane Society which is consistent with other policies where the City would be reimbursed for the cost.  Other changes gives staff discretion to change/reduce the fee depending on the circumstances.  The animal shelter shall collect all fees required prior to the release of any animal and issue a receipt for collected fees as provided by the administrative rule.  Further discussion ensued.


 
 
C.
Review of proposed amendments to Chapter 15 - Signs & Billboards - Code Compliance Manager

Ms. Arraiz explained that based on a recent US Supreme Court ruling, the changes impact the City of Fort Pierce's sign Code of Ordinances.  The ruling passed down basically states that signs can no longer be regulated and must be uniform in its enforcement.  Ms. Arraiz also stated that it cannot be content based.  There was further discussion on the structural foundation of signage.
