Mr. Hayek and Ms. Theuns were made active members for the meeting.
Motion was made by Charlie Hayek, and seconded by Holly Theuns to excuse the absences of Ms. Jackson and Ms. Gates and to not to excuse the absence of Mr. Culverhouse.

Minutes of July 28, 2014 meeting
Motion was made by Suzanne Boardman, and seconded by Peggy Harris to approve the minutes of the July 28, 2014 meeting.

Mr. Benton gave an overview of the application and answered questions. Cody Danks, Proprietor of Business, commented.
Motion was made by Suzanne Boardman, and seconded by Peggy Harris to approve the construction of a 6' aluminum fence, with the condition that the required landscaping is installed within 30 days of the sidewalk being completed based on Secretary of Interior Standards 2 and 9.

Mr. Benton gave an overview of the application and answered questions. Carolyn Gerges, Design Development Manager and part owner for RFMD Investments, commented and answered questions. Toni Monokian, resident, commented.
Mr. Benton provided an update as to why the request is before the board again.
Assistant City Attorney Emerson cautioned the board that the future goals are not relevant to the current application, therefore windows would have to come before the board in a different COA. Mr. Benton stated if a new COA is submitted, it would essentially null and void the current COA.
Motion was made by Jean-Ellen Wilson, and seconded by Suzanne Boardman with the following conditions: If the mural cannot be sealed, the wall may be covered with smooth stucco to accept a new mural. The applicant must implement the new mural within (6) months of the stucco work, and be of equal size, quality and historical significance of the old mural. The new mural may be approved by the Historic Preservation Officer. $2,000 in funding is being given to the smooth stucco finish and a new mural will be provided.
Motion was made by Suzanne Boardman and seconded by Jean-Ellen Wilson to amend the above motion to include any additional expenses, concerning the painting and the artist rendering of the mural, are to be covered by the applicant.

Mr. Benton gave out a copy of the memo sent to Mike Reals encompassing the concerns at St. Anastasia represented by the board and staff from the previous meeting. Mr. Hayek mentioned that Jon Ward had put together a group that included contractors, architects and the whole realm of construction that would meet about St. Anastasia.
Mr. Hayek commended the owner of the Raulerson Building for the magnificent job of re-creating the stucco appliques on the building.
Motion was made by Suzanne Boardman and seconded by Peggy Harris to send a letter to the Deputy City Manager recognizing the 100th Anniversary of St. Anastasia School.

Mr. Benton stated he sent out an e-mail regarding USA Today recognizing Ft. Pierce's Historic Downtown.
Mr. Benton stated there is some flexibility in the current matrix table, which provides authority to the Historic Preservation Officer, to consider artwork and painting downtown and in other historic districts.
Assistant City Attorney Emerson made the board aware that speaking to anyone about an item that is before the board must be disclosed on the record. E-mailing or texting the board about items that have been or may be before the board is public record and a board member may be required to produce personal e-mails.
Any person seeking to appeal the decision of the Historic Preservation Board of the City of Fort Pierce, Florida, as to the foregoing, is advised that a record of the proceedings is required in any such appeal, and any such person may need to ensure that a verbatim record of the proceedings is made including the testimony and evidence upon which the appeal is to be based.
