MINUTES OF A REGULAR MEETING OF THE CITY COMMISSION OF THE CITY OF FORT PIERCE, FLORIDA, HELD IN THE CITY HALL COMMISSION CHAMBERS, 100 NORTH U.S. #1, FORT PIERCE, FLORIDA, AT 6:30 P.M. ON MONDAY, JUNE 19, 2017.
 
1.
CALL TO ORDER - Mayor Linda Hudson called the meeting to order at 6:30 PM.
 
2.
OPENING PRAYER - Reverend Lee Merricks, St. John's Missionary Baptist Church, gave the opening prayer.

Approve grant award for Ms. Delphine McCoy for her business, Her Glory Dolls & Divas in the amount of $3,000 as an eligible recipient under the 2016-2017 CDBG Action Plan - Grant Award for Small Business
 
b.
Approve Gentile Corporation as the lowest responsive bidder to RFP #2017-019 for an amount not to exceed $26,380 for rehabilitation of 910 Rhode Island Avenue funded through the State Housing Initiatives Partnership (SHIP) program.
 
c.
Approve Gentile Corporation as the lowest responsive bidder to RFP #2017-018 for an amount not to exceed $31,800 for rehabilitation of 1209 Raymond Ave funded through the State Housing Initiatives Partnership (SHIP) program.

Approval to piggyback the Florida Sheriff's Association Contract No. FSA16-VEH14.0, Specification No. 55, for the purchase of one (1) Schwarze A7 Tornado Street Sweeper from Southern Sewer Equipment Sales, Inc., Fort Pierce, FL, in accordance with the attached quote, for an amount not to exceed $227,246.10.

Approval of Change Order No. 1 for Bid No. 2016-016 Furnish and Install Asphaltic Concrete for 2017 Street Resurfacing needs to Lynch Paving of Okeechobee, Fl. in an amount not to exceed $250,520.00.
 
j.
Approval of travel expenses in the amount of $1358.48 for Commissioner Perona to attend the FMEA Annual Conference being held on July 18 - 21, 2017 in Ponte Vedre Beach, Florida.
 
k.
Approve increase of funds for the GFA Contract for Inspection Services in the amount of $65,000.00.

MISCELLANEOUS REPORTS & REQUESTS
 
a.
Monthly Financial Report for the Month Ending April 30, 2017

Karen Logue, Chief Accountant, appeared and was available for questions.
 
b.
Federal and State-Funded Activities - Grants Administration Division

Libby Woodruff, Manager, gave a presentation on the use of the federal and state-funds. She gave an update on advertising, funding and current/new projects. Commission discussion included partnerships and allocation of funds.
 
c.
Update on the Joint Planning Process 

Rebecca Grohall, Planning Manager, and Leslie Olsen, St. Lucie County Planning Director, gave a presentation on the final draft for the Port of Fort Piece Fisherman's Wharf Redevelopment Plan. After a few workshops, they have received feedback and ideas from businesses and property owners in the area. Staff recommendations include future land use amendments, reviewing the plans for Seaway/2nd Street crossing, and locating off-site boat trailer parking. Commission discussion included being excited that the plans are moving forward quickly.

CITY COMMISSION
 
a.
Resolution 17-R20 designating 1108 Orange Avenue as Historic Property and a Locally Significant Site.

Linda Cox, City Clerk, read the resolution, by title only, into the record.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF FORT PIERCE, FLORIDA, DESIGNATING, 1108 ORANGE AVENUE AS HISTORIC PROPERTY AND A LOCALLY SIGNIFICANT SITE; PROVIDING FOR AN EFFECTIVE DATE.

Rebecca Grohall, Planning Manager, announced that this was the first historic designation in the last five years. She was available for questions.

COMMENTS FROM THE CITY MANAGER

Linda Cox, City Clerk, stated that there will be an update from the WRAC Chairman at the July 17 regular meeting.

Jim Messer, City Attorney, spoke about a pending arbitration conflict, forwarding complaint to FDLE, and announced a closed session for Haven Detox case.

COMMENTS FROM THE COMMISSION

Commissioner Sessions spoke about the future leadership of FPUA and the need to actively observe their happenings.

Commissioner Johnson had no comments.

Commissioner Alexander had no comments.

Mayor Hudson had no comments.

ADJOURNMENT - There being no further business, Mayor Hudson declared the meeting adjourned at 7:42 PM.
