Approval of minutes from the July 17, 2017 regular meeting and the September 18, 2017 special meeting.
Motion was made by Commissioner Thomas Perona, seconded by Commissioner Rufus Alexander to approve the minutes from the July 17, 2017 regular meeting and the September 18, 2017 special meeting.

Approval to proceed with demolition of 414 Avenue D.
Mr. Mimms introduced Ms. Rebecca Grohall, Planning Director, to address this item which is commonly known as the Kings Inn. Ms. Grohall indicated that this property was acquired by the FPRA with the intent to assemble other adjacent properties and to then bundle as a larger parcel of land for redevelopment. That effort was unsuccessful. The property was declared surplus last year and was placed on the market but unfortunately, no fruitful proposals were received. The property is severely deteriorated and is now beyond the point of renovation. Accordingly, it is staff's recommendation that the structure be demolished.
Funds have been identified in the FPRA for the demolition and is expected to cost approximately $40,000.00. Commissioner Alexander suggested asking the Fire District to use this as a training burn; staff has already made that request. Mr. Mimms indicated staff will reach out again for this request.

Mr. Mimms requested that this item be pulled at this time due to a recent conversation with Treasure Coast Boat Rentals.

Approval of lease between the Fort Pierce Redevelopment Agency and the Boys & Girls Clubs of St. Lucie County, Inc. for utilization of the HDRC, Percy Peek Gymnasium for a term of one (1) year.
Mr. Mimms introduced Mr. Mike Reals, Public Works Director and Will Armstead, CEO of Boys & Girls Club. Mr. Armstead reported on the remodeling progress of their facility at 23rd Street and I Avenue, and expressed he is looking forward to utilizing the Percy Peek Gymnasium as the work is being completed.
Mr. Mimms introduced Mr. Mike Reals, Public Works Director and Will Armstead, CEO of Boys & Girls Club. Presentation of 2016 FPRA Annual Report
Mr. Mimms introduced Rebecca Grohall, Planning Director, who provided an overview of the annual report which is provided to our contributors to the FRPA, including the County and residents of the City.

Update on HD King Request for Qualifications Process
Mr. Mimms reported on the request for qualifications/proposals for this property. As a result of the impacts of the hurricane, the dates have been postponed. Ms. Grohall praised the City's Communications Department for the beautiful document they prepared for the RFQ/RFP. Ms. Grohall provided an overview of the various methods by which the RFQ/RFP was distributed.
Mr. Mimms reported on the request for qualifications/proposals for this property. As a result of the impacts of the hurricane, the dates have been postponed.
