OF THE REGULAR MEETING OF THE FORT PIERCE CITY CRA ADVISORY COMMITTEE HELD ON WEDNESDAY, MAY 17, 2017, IN FORT PIERCE 2ND FLOOR CONFERENCE ROOM, 100 NORTH US HIGHWAY 1, FORT PIERCE, FLORIDA.

Ms. Gibbons and Ms. Freedman entered the meeting shortly after roll call. Mr. Reed was marked absent because he entered the meeting at the end.

APPROVAL OF MINUTES

Minutes from the April 19, 2017 meeting
Motion was made by Cindi O'Connell, and seconded by Al Johnson to approve the minutes from the April 19, 2017 meeting.

CHAIRMAN VIEWPOINTS
Chairman Matthews thanked everyone for coming and asked Board members to bring ideas for projects and agenda items to the meetings. He also discussed some housekeeping rules for the meeting.

OLD BUSINESS
The Board asked Ms. Grohall if there were any updates on the homeless situation and if there has been any input or consideration of demolishing the Kings Inn building.
Chairman Matthews asked Ms. Grohall to have a member of the police department attend the next meeting to discuss the homeless situation and he also asked for the city manager to attend the meeting to discuss funds to demolish the Kings Inn building.

Sunshine Law Review
Ms. Grohall gave a presentation on the Sunshine Law and answered questions from the Board.

CRA History and Overview
Ms. Grohall gave a presentation on the history of the Community Redevelopment Agency. She explained that the legislature took a hard run at eliminating the CRA completely, and there is a slight possibility all CRA's will be abolished by October 2017.
Board discussion ensued.
Ms. Grohall answered questions from the Board regarding the annual report, HD King parcel and large projects that will help with the CRA debt.

The Board was provided a list of the vacant city properties and Ms. Grohall spoke about city development. The Board discussed taking a trolley tour, in lieu of a meeting next month, to view the most important vacant properties.

PUBLIC COMMENT
Hampton Jackson, Realtor representing the city, provided updates on city owned property for sale.

STAFF AND COMMITTEE MEMBER COMMENTS
Mr. Murphy spoke about Radical Cosmetics and the number of jobs being brought into the city.
Ms. Grohall stated that Allegany Franciscan Ministries, the cities partner in the redevelopment of the Lincoln Park neighborhood, just funded a staff position for the Lincoln Park area, which will focus on bringing businesses and helping businesses on the Avenue D corridor.
The Board asked that the FPRA start discussing solutions with charitable organizations regarding the homeless situation. The Board would also like to invite the city manager and the police department to come to the July meeting to discuss vagrant control.
