CALL TO ORDER - The Strategic Planning Session was called to order at 9:05 a.m.

PURPOSE AND DESIRED OUTCOMES - City Manager Robert Bradshaw offered an overview of the purpose of the strategic planning session and expressed that all department heads will be providing a brief presentation as a status update on the Leadership & Strategic Plan adopted in 2011.

City Commission Discussion -
Employee health insurance coverage and the costs now and in the future remain of great concern. Staff is exploring the adoption of a no-smoking policy for new hires as well as looking at other options to reduce the cost of health care coverage. The insurance committee will be evaluating what the Fort Pierce Utilities Authority and surrounding governments are doing to reduce costs and provide comparable coverage.
Staff should look at a new city policy for promotions as well as training/college reimbursement plan revisions.
The issue of panhandling downtown was brought up as an increasing problem and should be discussed at a future workshop.

A.
Compilation of Policy & Management Objectives - The City Manager will compile all of the action items identified by the Departments and City Commission and bring them back to a future Conference Agenda for additional discussion.
