MINUTES OF THE WASTEWATER RELOCATION ADVISORY COMMITTEE OF THE CITY OF FORT PIERCE, FLORIDA, HELD IN THE SECOND FLOOR CONFERENCE ROOM, 100 NORTH U.S. #1, FORT PIERCE, FLORIDA, AT 3:30 P.M. ON WEDNESDAY, FEBRUARY 1, 2017.

CALL TO ORDER

The Wastewater Treatment Plant Relocation Committee Meeting was called to order at 3:30 p.m.

Approval of Minutes from the Nov. 6, 2017 meeting.

Bill Thiess made a motion to approve the Meeting Minutes from November 6, 2016.  Ms. Mazella Smith seconded it.  The motion passed.

a.
Update on Outstanding WRAC Issues presented by Nicholas Mimms at January 3, 2017 City Commission meeting Item 12b- http://fortpiercefl.swagit.com/play/01032017-2152/#0

At the January 3, 2017 City Commission meeting, Mr. Mimms gave an update to the City Commission on where things stand with the Wastewater Relocation Advisory Committee.  That portion of the video was played at the WRAC meeting for all those present.

Update on County/FPUA Agreement for Regionalization Study - Bob Adolphe, St. Lucie County

Mr. Adolphe explained that they have entered into an agreement with the Fort Pierce Utilities Authority (FPUA) and each party is paying 50% of a study by Public Resource Management Group that will look at options developed in a companion study by CDM Engineers.  They are looking at possibilities, range of costs and other options.  The objectives of the evaluation include but is not limited to the relocation of the WWTP to a sight or sights located on the mainland.  Developing a water capacity plan that addresses long term water supply needs of the region, serving increased water and wastewater growth in service demand of the region.  Limiting the redundant water and wastewater utility plant investment that my occur to the construction of capacity by the individual parties in order to meet their individual service area demands and promote economies of scale.  The FPUA has developed an option for the plant relocation, CDM Engineers has been engaged, and Mr. Hutchinson has been asked to look at how to best utilize the facilities - not changing anything in the customer base or the geography - the question is posed as to how the facilities can be utilized in the most efficient way possible whether through a third party entity or through inter-local agreements.
 
c.
Update on FPUA's development of a phased schedule for construction of new facility and decommissioning of existing facility as requested by the City Commission on September 6, 2016 - FPUA 

Mr. Bo Hutchinson handed out an outline of the Island Water Facility Relocation Phasing and discussed in general the basic timeline for each phase and what we could expect to see.  Mr. Hutchinson explained that the study will show the most efficient and least expensive way to accomplish the relocation task.
