   4/28/17     1807 Avenue D This item was continued from the July 11, 2017 hearing at the Board’s request.  On 4/7/17 Chauncey’s Glass replaced the storefront at 1807 Avenue D prior to the permit being issued. As a courtesy, a stop work order was not issued. Mr. Chauncey was advised that the permit needed to be picked up ASAP. When checked on 4/27/17, the permit still had not been issued.
The permit was issued on 5/9/17. An inspection was scheduled for 5/11/17; the inspection was disapproved because the glass does not have the tempered glass stamping as required per code.

Commence or perform work for which a building permit is required pursuant to Chapter 5 of the Fort Pierce Code of Ordinance without such building permit being in effect.
 
    2nd Offense This is his 2nd offense. Enter in an order to pay penalty in the amount of $1000.00
 

Mr. Chauncey approached the Board and stated his case as to why the violations had taken place.  He said that the violations were due to financial and material installation issues and the fact that he was unaware that his license and/or insurance had expired.

Mr. Langel moved to lower the violation fee to $500.00.  Mr. Chauncey indicated to the Board that the amount of the fee would be devastating to his business.  Upon further discussion the motion was dismissed.  Ms. Theuns suggested that the fee should only be waived upon successful completion of one year with no violations.
 

Motion was made by Kenneth Waters, seconded by Robert Scott Bruhn to waive the violation fee due to Mr. Chauncey's unfortunate business and health situations, and because of the fact that he has been a resident and businessman in the City of Fort Pierce for over 50 years.

STAFF COMMENTS

Paul Thomas, Building Official updated the Board on staff's efforts to improve the permitting process. He noted that with the upcoming Project Dox software issues such as these will be addressed. The Board reiterated concerns about how they would like to be reminded of permit expiration dates and how they would like more over-the-counter permits to be issued without plan review.

Mr. Thomas indicated that all plans are carefully reviewed before the permit is issued, and some might take longer due to a shortage of qualified plan reviewers available to look at it, or if it needs to be reviewed by a flood manager. There was a discussion of the shortage of qualified construction inspectors and plan reviewers.
