OF THE REGULAR MEETING OF THE FORT PIERCE CITY CRA ADVISORY COMMITTEE HELD ON WEDNESDAY, DECEMBER 20, 2017, IN FORT PIERCE 2ND FLOOR CONFERENCE ROOM, 100 NORTH US HIGHWAY 1, FORT PIERCE, FLORIDA.

APPROVAL OF MINUTES

Minutes from the November 15, 2017 meeting
Motion was made by Cindi O'Connell, and seconded by Al Johnson to approve the minutes from the November 15, 2017 meeting.

CHAIRMAN VIEWPOINTS
Chairman Matthews thanked the CRA members for the good work that was done this year and mentioned some of the committee members are up for reappointment in January. Chairman Matthews stated in the new year he would like to take another a bus tour to view the FPRA properties and he would like to have a youth partnership program by inviting kids who are in government classes to come and witness a CRA meeting.

a.
Update from Officer Maldonado
Officer Maldonado stated he is starting to see the homeless snowbirds from New York, Chicago and Michigan by Riverwalk Park. Officer Maldonado said they are planning to put cameras around the Riverwalk Center building and Deputy Chief Amandro is adding more park and walk shifts around downtown and the Riverwalk area. Officer Maldonado said he has identified 20 more homeless people, 15 are local and 5 have migrated here.
The committee discussed the city attorney looking into a constitutional ordinance similar to one in Orlando, loitering enforcement at private buildings and identifying and moving away the homeless camps.
Ms. Grohall stated a number of different cities, who have enacted ordinances trying to quell the activity around homelessness, were challenged and found to be unconstitutional and as of today the city attorney has not found an ordinance that is constitutionally allowable.
Ms. Grohall stated one of the things that will bear the most impact on the homeless activities is when the service agencies get fully up and running with the services they provide.

Response to HD King Center Request for Qualifications
Ms. Grohall stated the city received three qualified proposals, and after the review at the January meeting the committee can present a recommendation to the FPRA. Ms. Grohall said in mid-January there will be presentations of the proposals.

List of FPRA Property for Proposed Surplus Disposition
Ms. Grohall presented a list of proposed, single family, vacant land properties for surplus disposition. Ms. Grohall stated that some of the properties are on non-conforming lots, meaning that there widths are not up to a current standard. She said once the properties are declared surplus the city would like to talk to adjacent property owners to see in there is an interest in purchasing. Ms. Grohall said the city is taking the item to the FPRA Board for a resolution that would declare the list surplus properties.
The committee discussed investors buying the property and new home buyer programs.
Ms. Grohall stated the city has been talking to a couple of community development organizations that go into low income neighborhoods and build affordable housing.

Motion was made by Michael Brown, Jr., and seconded by Al Johnson to recommend disposition of the property in a fashion that promotes single family home ownership in Fort Pierce.
