PUBLIC HEARINGS ON THE PROPOSED 2014-15 GENERAL FUND BUDGET AND MILLAGE RATE FOR THE CITY OF FORT PIERCE.
* The Mayor asked if there were any amendments to the adopted 2014-15 tentative budget.
* Hearing no amendments, the Mayor asked if there was a motion to Adopt the final 2014-15 General Fund Budget.
Motion was made by Commissioner Thomas Perona, seconded by Commissioner Reginald Sessions to adopt the Final 2015-15 General Fund Budget.
* The Mayor announced the City of Fort Pierce Millage Rate and Roll-Back rate of 6.5786.
* The Mayor announced the percentage, if any, by which the Millage Rate exceeds the Roll-Back rate at 0%.
* The Mayor asked if there were any amendments to the adopted 2014-15 tentative budget.

The Ordinance Levying and Collecting of taxes for Fiscal Year beginning October 1, 2014 and ending September 30, 2015; Adopting Final Millage Rate was read into the record in its entirety by Linda W. Cox, City Clerk.
Motion was made by Commissioner Edward Becht, seconded by Commissioner Rufus Alexander to adopt Ordinance No. 14-020.

CITY COMMISSION
a.
Approval of Resolution No. 14-R30, restricting a portion of FY2015 General Fund revenue.
The resolution was read by title only by Linda W. Cox, City Clerk.
b.
Approval of FY2015 operating plan for Special Revenue and Enterprise Funds.
The City Clerk announced that the Special Revenue Funds include: Community Development Block Grant (CDBG) and Urban Redevelopment Grant Funds. The Enterprise Funds include: Marina, Solid Waste, Golf Course, Sunrise Theatre, and Building Inspection Funds.
Commissioner Becht requested an update on the research that Cardno was to do on the reverter clauses attached to the King Plant property. Mr. Mimms and Mr. Schwerer confirmed that Cardno had done the research and issued a report finding that the property in question was not subject to state reverter clauses. We have also received a letter from the state acknowledging the report and its findings.
Motion was made by Commissioner Edward Becht, seconded by Commissioner Rufus Alexander to adopt the FY2015 operating plan for Special Revenue and Enterprise Funds.
