OF THE REGULAR MEETING OF THE FORT PIERCE CITY CRA ADVISORY COMMITTEE HELD ON WEDNESDAY, MAY 16, 2018, IN FORT PIERCE 2ND FLOOR CONFERENCE ROOM, 100 NORTH US HIGHWAY 1, FORT PIERCE, FLORIDA.

APPROVAL OF MINUTES
a.
Minutes from the April 18, 2018 meeting
Motion was made by Hoyt Murphy, Jr., and seconded by Plythe Freedman to approve the minutes from the April 18, 2018 meeting.

CHAIRMAN VIEWPOINTS
Chairman Matthews spoke about establishing partnerships with the Lincoln Park gardeners and Main Street and setting up a trolley tour of the CRA area for the June meeting.
Chairman Matthews stated the CRA committee should possibly look at a whole block instead of individual buildings for the vacant building pilot program.

Pilot Program for Vacant Buildings
Chairman Matthews stated he would like to find residential and commercial buildings and he suggested the committee look at 1319 Avenue D, 1140 Avenue D and 1101 Avenue D.

NEW BUSINESS
a.
Discuss St. Anastasia Property
Ms. Grohall explained the City Commission has made the St. Anastasia property a priority item in the action plan. She stated they are looking to explore the renovation of the exterior and the long term use of the building. Ms. Grohall stated the windows are hurricane impact glass and have met the approval of the state historical officer.
Ms. Scott stated there is a Request for Proposal (RFP) out for an architect to do the design plans.
Ms. Grohall explained the City Commission has made the St. Anastasia property a priority item in the action plan. She stated they are looking to explore the renovation of the exterior and the long term use of the building. Strategic Plan or Study for Lincoln Park
Ms. Scott discussed the residential, business, recreational and beautification vision for Lincoln Park. Ms. Scott explained the major focal points are the Lincoln Park Theatre revitalization and infill development with affordable housing.
Ms. Scott stated they are going to do an housing asset inventory of owners and renters and there will be an asset inventory for the businesses on Avenue D.
Ms. Scott stated she is working on a Lincoln Park Business and Expo and the city has created a small boom grant, which includes commercial facade grants, with no match, to twelve businesses along Avenue D and small business grants to businesses that relocate to Avenue D.
Ms. Scott said conversations have been started on the city purchasing the Old Means Court school to possilby turn it into a business incubator with a farmers market outside.
Ms. Scott explained that Fort Pierce Athletics have been created by the City of Fort Pierce and there will be a football field dedication to Khalil Mack, at the Avenue M sports complex, for the kickoff of the Ft. Pierce firehawks football season.
Ms. Scott said other things being worked on is the beautification on 13th Street, community meetings and creating an overlay district for Lincoln Park.
Mr. Murphy commented that it would be great if the county would waive the impact fees and capital improvements charges in a target area.
Ms. Raymond stated Lincoln Park has become a diverse community over the past three years.
