CRA Advisory Committee Minutes 

OF THE REGULAR MEETING OF THE FORT PIERCE CITY CRA ADVISORY COMMITTEE HELD ON WEDNESDAY, OCTOBER 17, 2018, IN FORT PIERCE 2ND FLOOR CONFERENCE ROOM, 100 NORTH US HIGHWAY 1, FORT PIERCE, FLORIDA.

Mr. Johnson entered the meeting at 2:10 PM.

APPROVAL OF MINUTES

Minutes from the September 19, 2018 meeting
 

Motion was made by Kristina Gibbons, and seconded by Allan Reed to approve the minutes from the September 19, 2018 meeting.

CHAIRMAN VIEWPOINTS

Chairman Matthews thanked Pat Murphy, Allan Reed and Kristina Gibbons for their professional presentation to the FPRA Board on the homeless situation.

Chairman Matthews also thanked the Planning and Urban Redevelopment departments for doing a good job with the new development in Fort Pierce.

Chairman Matthews asked Ms. Freedman to read the CRA mission to the committee so they can stay on task.

a.
Half-Cent Sales Tax Presentation

Mr. Sweat gave a presentation on the Half-Cent Sales Tax proposal and highlighted that the tax expires after 10 years, the funds will be spent on specific proposed projects, the tax cannot be spent on personal items and visitors and tourist will pay 15 - 20% tax.  Mr. Sweat stated the average cost per family is $50 and the street resurfacing includes 78 streets.  Mr. Sweat explained that the city will receive 1.8 million dollars and these funds will be used to leverage additional money. 

Mr. Sweat provided committee members with a brochure on the Half-Cent Sales Tax.

Lincoln Park Mainstreet Update

Pamela Carithers, Executive Director of Lincoln Park Main Street, gave the CRA committee handouts about LIncoln Park, including a newsletter, calendar of events and walking tour. Ms. Carithers provided history on the funding and infrastructure of Lincoln Park Mainstreet. Ms. Cartithers said the current focus is on historic preservation and creating a heritage center that includes both Zora Neale and the Highwaymen artists. Ms. Carithers explained what the membership entails and some of the events put on by Lincoln Park Mainstreet.

Chairman Matthews suggested involving the leadership of the Haitian community and receiving money from sponsoring partners, such as professional athletes that are from Fort Pierce.

STAFF AND COMMITTEE MEMBER COMMENTS

Ms. Grohall explained a Request for Proposal will be coming out for the St. Anastasia building and the city is looking for a partner to lease the building for the arts. Ms. Grohall stated the structure will need electrical and plumbing modernization and vertical accessibiity, along with new columns on the outside.

Ms. Grohall gave an overview of the Seaplane Landing Base and Brightline presentations given at the City Commission meeting on Monday night.
