SUBJECT:

Master Equity Lease Agreement between the Hawthorne Police Department and Enterprise.
 

RECOMMENDED MOTION:


Staff recommends that the City Council approve the Master Equity Lease Agreement and a purchase Order in the Not to exceed amount of $224,364.00 to Enterprise for the lease of police vehicles from the Police Department Asset Forfeiture Fund (230-2100-2102-000-4740).

DISCUSSION:

The Hawthorne Police Department is seeking approval to enter into a 4-year lease agreement with Enterprise for five (5) vehicles designated for narcotics investigations. This proposal includes the replacement of five (5) unmarked vehicles currently in service.

Units have been experiencing frequent breakdowns and are unsafe for our officers.

These vehicles have become costly to maintain due to their age and high mileage, with many exceeding 100,000 miles. Additionally, prolonged idle hours during surveillance duties have significantly increased drivetrain wear. After seven years in service, many original parts for these vehicles are now obsolete, and finding aftermarket replacements has become increasingly difficult.

The City Yard will decommission these high-mileage vehicles and auction them off. Proceeds from the auction will be returned to the asset forfeiture fund to help offset the lease costs for the new vehicles.

The vehicles leased from Enterprise will include both preventative and non-preventative maintenance. This comprehensive maintenance coverage will reduce strain on city maintenance staff and improve operational efficiency.

We recommend approval of this lease agreement to ensure our narcotics investigation team has reliable and cost-effective vehicles to support their mission.

Improve development processing and customer service operations.

FISCAL IMPACT:

An appropriation of $224,364.00 from the Police Department’s Asset Forfeiture fund is required for these purchases. There will be no impact to the General Fund.

NOTICING PROCEDURE:

72 hours posted notice pursuant to the Ralph M. Brown Act.
