SUBJECT:

Acquisition of a portable, self-contained camera system for deployment in areas experiencing spikes in SB1383 Illegal dumping and contamination areas.
 

RECOMMENDED MOTION:

Approve the purchase of a “Wanco Portable Surveillance Camera Trailer” from “WANCO Inc.,” for the related cost of $47,860.

DISCUSSION:

The camera trailer is an important enforcement tool that helps the City comply with SB 1383 organic waste diversion requirements. Under state law, the City is responsible for ensuring that organic materials are properly separated and not disposed of in landfill-bound trash. When organics are improperly discarded, particularly at City facilities such as parks, it leads to contamination and potential penalties for non-compliance. The trailer will allow staff to monitor known dumping hotspots and identify situations where improper disposal is occurring.

By capturing video evidence of violations, the camera trailer provides enforcement staff with the documentation needed to issue warnings or citations when appropriate. This strengthens accountability and deters repeat offenses, especially in areas that have historically experienced illegal dumping or contamination issues. Rather than relying solely on staff presence, which can be time-consuming and reactive, the trailer allows for targeted and efficient monitoring.

 

ECONOMIC DEVELOPMENT STRATEGIC PLAN:

The camera trailer supports the City’s Economic Development Strategic Plan by helping maintain clean, safe, and well-managed public spaces, which are critical to attracting businesses, investors, and visitors. 

FISCAL IMPACT:

None. Funds for this purchase in the amount of $47,860 are available in the adopted Fiscal Year 2025-26 budget and will be paid for with approved and allocated SB1383 Local Assistance Grant Program funds.

NOTICING PROCEDURE:

72 hours posted notice pursuant to the Ralph M. Brown Act.
