SUBJECT:

Amendment No. One to the License Agreement Between the City of Hawthorne, Hawthorne Airport, LLC. and Northrop Grumman Systems Corporation for Monitoring of Wells

RECOMMENDED MOTION:

Staff Recommends that the City Council Approve the First Amendment to the License Agreement Between the City of Hawthorne, Hawthorne Airport, LLC. and Northrop Grumman Systems Corporation for the Monitoring of Wells at the Airport and Authorize the City Manager to Execute the Agreement and Minor Changes Thereto.

DISCUSSION:

The City, Hawthorne Airport, LLC. and Northrop Grumman Systems Corporation (Northrop) originally entered into a License Agreement for Monitoring Wells on June 9, 2020.  The purpose of the agreement was for Northrop to conduct the monitoring of 12 wells and potentially dig 6 additional wells for monitoring at the Hawthorne Airport.  The monitoring of the wells were needed due to the potential contamination of groundwater migration from Northrop.  The term of the agreement was for five years and was to expire on June 9, 2025.  Since the execution of the agreement, an additional well was dug and therefore, Northrop is currently monitoring 13 wells and leaves 5 for potential digging and monitoring.

The Amendment to the Agreement extends the term to an additional 5 years.  It also reflects the current number of monitored wells and replaces the Exhibit that shows the locations of the wells with the updated map of the 13 wells.

ECONOMIC DEVELOPMENT STRATEGIC PLAN:

N/A

FISCAL IMPACT:

Northrop will continue to pay the city $400 per year for each monitored well, or $5,200 per year.

NOTICING PROCEDURE:

72 hours posted notice pursuant to Ralph M. Brown Act.
