Grant Agreement between Baldwin Hills Conservancy for the Holly Park Bathroom Remodel Project 
 

RECOMMENDED MOTION:

Staff recommends that the City Council approve and authorize the Director of Public Works to execute the Funding Agreement with minor clerical changes and all future amendments for the Holly Park Remodel project. 

DISCUSSION:

The Holly Park Bathroom Remodel project is a key initiative by the City of Hawthorne to modernize and improve restroom facilities at one of the city’s most frequented recreational spaces. Holly Park serves a large number of older adults who depend on its amenities for daily leisure and wellness activities. This project focuses on making the restrooms fully ADA-compliant and more accessible, while also updating them with contemporary features that ensure user comfort and safety. In addition to accessibility upgrades, the remodel underscores the City’s broader goals of sustainability and environmental stewardship.

The improvements will incorporate water-saving plumbing fixtures, energy-efficient lighting and ventilation, and durable, eco-friendly construction materials. The surrounding landscape will be enhanced with drought-tolerant native plants to support biodiversity and minimize water use. These upgrades not only improve the park's infrastructure but also contribute to the City’s climate resilience efforts. 

ECONOMIC DEVELOPMENT STRATEGIC PLAN:

The Holly Park Bathroom Remodel Project will boost local economic activity by increasing park usage, which can drive foot traffic to nearby businesses. Additionally, the enhanced amenities may raise nearby property values and attract future investment in the area, contributing to long-term community development.

FISCAL IMPACT:

No impact to the City's General Fund. Funds for this project in the estimated amount of $1,000,000 will be paid through this $750,000 grant from the Baldwin Hills Conservancy and the remaining amount from Section 108 loan.

NOTICING PROCEDURE:

72 hours posted notice pursuant to the Ralph M. Brown Act.
