RESOLUTION NO. 8551 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA APPROVING A CONSULTANT AGREEMENT FOR ACTIVE TRANSPORTATION PLAN WITH GENERAL TECHNOLOGIES AND SOLUTIONS.

Staff recommends that the City Council approve Resolution No. 8551
DISCUSSION:
Public Works reached out to its two on-call traffic engineering consultants to submit a proposal to develop an Active Transportation Plan (ATP) for the City. Proposals were evaluated on qualifications, experience, methodology, and cost. Following a competitive review process, General Technologies and Solutions (GTS) was identified as the most qualified firm due to their proven expertise in multimodal transportation planning, commitment to public engagement, and familiarity with the City.
The ATP will serve as a master plan and policy document to guide development and maintenance of active transportation infrastructure, including sidewalks, bikeways and Safe Routes to School programs for the areas within the City. The Plan will identify and create methodology to improve bicycle and pedestrian connectivity and safety by expanding existing bicycle networks, improve pedestrian circulation, reduce vehicle trips, create complete streets, prioritize access to transit and prioritize improvements towards building a healthy and livable community. Developing a comprehensive ATP will allow the City to identify and prioritize infrastructure improvements, support safe, convenient, and equitable travel for all residents and visitors and strengthen applications for competitive federal, state and regional transportation grants.

ECONOMIC DEVELOPMENT STRATEGIC PLAN:
The Economic Development Strategic Plan emphasizes infrastructure investment, quality of life, and business-friendly policies as drivers of sustainable economic growth. The Active Transportation Plan supports these objectives by enhancing accessibility, supporting business attraction and retention, encourages sustainable development, and leverages grant funding.
FISCAL IMPACT:
None. Funds for the cost of $187,440 are available in the adopted fiscal year budget and will be funded through Proposition C, Measure M and Measure R.
