SUBJECT:
Agreement between the City of Hawthorne ("City") and Constant and Associates, Inc. ("Consultant") to update the City's Local Hazaard Mitigation Plan.
RECOMMENDED MOTION:
Staff recommends that the City Council approve the Agreement and authorize the City Manager (or his designee) to enter into and execute the Agreement on the City's behalf.
DISCUSSION:
On May 23, 2025, the City issued a Request for Proposal to retain a consultant to assist the City with an update of its Local Hazard Mitigation Plan ("Plan"). The Plan works as a guidebook to ensure that the City has assessed all the potential hazards in the event of an emergency, e.g., an earthquake. The City's current plan expired in April 2025. The City's Plan requires approval by the Federal Emergency Management Agency ("FEMA") and allows the City to request reimbursement for costs resulting from disaster recovery. The City received seven proposals and, after careful review and an interview conducted by staff, "Constant and Associates, Inc." was chosen as the most qualified proposer.

FISCAL IMPACT:
Funds for this project in teh amount of $220,000 are available in the adopted 2025-2026 fiscal year budget and will be paid with approved allocated FEMA funds.
