Measure M Funding Agreement MM5507.18 Between the City of Hawthorne and the Metropolitan Transportation Authority to Design Street Improvements for the 135th Street Improvement Project and Appropriation of $160,000 from the General Fund Balance for this Project.
RECOMMENDED MOTION:
Staff recommends that the City Council accept the grant and approve and authorize the City Manager to execute the Funding Agreement and all future amendments and appropriate $160,000 from the General Fund balance to Account Number 291-5502-XXX-40014 for the project to design street improvements for the 135th Street Improvement Project.
DISCUSSION:
135th Street is a major east and west collector street in the South Bay Area of Los Angeles County with a daily traffic volume of 11,000 per day. This street provides direct access to Juan Cabrillo Elementary School, School Wiseburn Child Development Center, Wiseburn Library, Dana Middle School, Divinci High School and City of El Segundo, and unincorporated areas of Los Angeles County.
The City applied for and was awarded a grant from the MTA for design, plans, and specifications for traffic and roadway improvements on 135th Street from Glasgow Ave to Aviation Blvd. The main goal of the project is to improve and implement different modes of mobility along 135th Street. This project will promote multi-modal transportation by enhancing pedestrian facilities and implementing a bike route to give commuters a variety of transportation choices, thereby minimizing single-driver traffic.

ECONOMIC DEVELOPMENT STRATEGIC PLAN:
The funding agreement for this project is a result of the City working closely with funding and regulatory agencies to support and improve our infrastructure.
FISCAL IMPACT:
An appropriation of $160,000 is necessary. The City will be reimbursed by the Los Angeles County Metropolitan Transportation Authority for these expenditures.
