Supplemental Support & Gap Analysis Agreement for Tyler Enterprise Software Suite
RECOMMENDED MOTION:
Staff recommends that Council approve the agreement with Robert Half Technology.
DISCUSSION:
The City of Hawthorne depends on Tyler’s Enterprise Resource Planning (ERP) and Enterprise Permitting & Licensing (EPL) systems to manage essential functions such as financial operations, human resources, planning, permitting, cashiering, and reporting. These systems are critical to the City’s ability to deliver services effectively and efficiently. With the retirement of a key staff member who served as the primary system analyst, the Information Technology Services (ITS) Department faces a temporary gap in expertise needed to both support current operations and evaluate opportunities to enhance the system’s utilization.
While the ITS Department has been conducting knowledge transfer with the retiring analyst over the past year, there are limitations to how much detailed system knowledge and institutional expertise can be transferred in such a short period. The proposed agreement with Robert Half Technology is intended to serve as a supplemental resource during this transition, ensuring uninterrupted support for the Tyler systems while the City recruits and hires a new full-time staff member. In addition to providing day-to-day operational support, this engagement offers a valuable opportunity to evaluate the City’s current use of the Tyler systems. The assigned professional will conduct a gap analysis, identifying areas where the systems could be better leveraged to improve efficiency and effectiveness. Key areas of focus include streamlining financial processes, integrating cashiering functionality, optimizing workflows for planning and permitting, and preparing the City for future system enhancements, such as deploying Tyler HCM (Human Capital Management) for employee onboarding and expanding public engagement tools like MyCivic and My311.
This dual-purpose approach—providing operational continuity and strategic evaluation—ensures the City can maintain current service levels while positioning itself to maximize the long-term value of the Tyler Systems investment. The agreement is structured to span from January 1, 2025, to June 30, 2025.
