A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA, APPROVING THE VARIOUS INTER-AGENCY AGREEMENTS WITH THE CITY OF HAWTHORNE AND ACKNOWLEDGING THE TRANSACTIONS REQUIRING PAYMENTS OR “OBLIGATIONS” AS REQUIRED UNDER ARPA/SLFRF RULES
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA, APPROVING THE VARIOUS INTER-AGENCY AGREEMENTS WITH THE CITY OF HAWTHORNE AND ACKNOWLEDGING THE TRANSACTIONS REQUIRING PAYMENTS OR “OBLIGATIONS” AS REQUIRED UNDER ARPA/SLFRF RULES
RECOMMENDED MOTION:
Staff Recommends that the City Council Adopt Resolution No. 8502 Approving the Various Inter-Agency Agreements and Acknowledging the Transactions Requiring Payments or “Obligations” as Required Under ARPA/SLFRF Rules and Authorizing the City Manager to Execute All Such Agreements.
DISCUSSION:
The City of Hawthorne was approved for $30,260,827 in total funding under the American Rescue Plan Act (ARPA). The City approved variety of plans and programs for the use of the ARPA funding that met the criteria under the Act.
ARPA established a Corona Virus State and Local Recovery Fund (“SLFRF”) that funded the City programs. SLFRF is administered by the U.S. Department of Treasury. The SLFRF rules includes the requirement of “Obligations” or “Transaction Requiring Payment” that can be met with an interagency agreement. As such, Resolution No. 8502 contains various interagency agreements for the City approved programs for the ARPA funding expenditures. Exhibit A to the Resolutions contains all such agreements.
