Approval of Agreement with LA CADA for Homeless Outreach and Related Services; Appropriation of $100,000.00 from Opioid Settlement Funding.
RECOMMENDED MOTION:
Staff recommends that the City Council approve the one-year agreement between the City of Hawthorne and LA CADA (Los Angeles Centers for Alcohol and Drug Abuse) for homeless outreach and transportation services, and appropriating $100,000.00 from Opioid Settlement funding.
DISCUSSION:
The Hawthorne Police Department has maintained a longstanding and highly effective collaboration with LA CADA, a nonprofit organization specializing in behavioral health, addiction treatment, and homeless outreach services. Over several years, this partnership has successfully provided homeless outreach and transportation to unhoused individuals in the community. LA CADA has demonstrated exceptional professionalism, effectiveness, and dedication in supporting the Department's homeless outreach efforts.
To continue and formalize this partnership, staff proposes entering into a one-year agreement with LA CADA for the following services:
• Homeless outreach services five (5) days per week, from 6:00 AM to 9:00 AM, working directly alongside the Hawthorne Police Department's homeless outreach program.
• Transportation of unhoused individuals seeking treatment, along with documentation of daily activities (typically occurring after 9:00 AM).
Funding for this program is available through Opioid Settlement funds, with approximately $100,000.00 anticipated annually for these allowable expenses (consistent with guidelines for abatement activities related to opioid impacts, including support for unhoused individuals affected by substance use). The agreement is for one year in the amount of $100,000.00.
The attached document outlining allowable expenses under the Opioid Settlement funding supports the use of these funds for this purpose. The proposed agreement will include scope of services, performance metrics, and other standard terms to ensure accountability and effectiveness.
This partnership has proven highly beneficial to the City's unhoused residents by facilitating connections to treatment, housing resources, and support services.
